Human Resource Management based on working position as a mandatory requirement

Therefore, the General Department of Customs (GDC) has determined that renovation of capacity-based human resource based on working position is not only a trend but also a mandatory requirement that needs to be implemented quickly to avoid falling behind.
At the online briefing conference to sum up the tasks in the first quarter of 2018 of the GDC, Deputy Head of Customs Modernization Reform Committee Luong Khanh Thiet told about solutions being continued by the GDC to renovate the method of human resource management.
Accordingly, 2018 is targeted to complete the working position system, thereby clarifying responsibilities, and rights of working position; to evaluate capacity of civil servants in charge of 6 main areas in six departments under the GDC and some Customs department
2019 is targeted to complete the capacity assessment of civil servants in all areas of the sector to applying to the assignment, rotation, arrangement and training in some areas and some units; to initially manage the performance of civil servants in some departments under the GDC and local Customs departments.
2020 is targeted to implement synchronously the activities of capacity assessment, work performance management and applications in human resources for the major professional areas of the sector; and to prepare the basis for the policy on wage payment based on working position.
To implement the above targets, Mr. Luong Khanh Thiet said that Customs units must determine this as a mandatory requirement, which is a key task in the Customs modernization and reform.
