According to the MARD, in 2018, the ministry will continue reviewing and simplifying 508 administrative procedures and proposing to abolish and simplify 287 procedures (accounting for 56.5%). At the same time, reviewing 345 investment and business conditions and proposing to abolish 118 procedures (accounting for 34.2%); reviewing and proposing to cut 18 out of 40 administrative procedures for specialized inspection and reducing time of administrative processes from 24 hours under the Law on Plant Protection and Quarantine to 4 hours for border gate and airports, and 10 hours for seaports. In future, the Ministry of Agriculture and Rural Development (MARD) will also implement the second phase of the NSW and ASW in five units under the Ministry.

According to Deputy Minister of Agriculture and Rural Development, Ha Cong Tuan, " The MARD will regularly review and collect relevant legal documents on administrative procedures to detect and eliminate inappropriate regulations and promulgate administrative procedures that meet management requirements and facilitate businesses”.

In 2017, the MARD focused on reviewing the investment and business conditions and cutting investment and business conditions which were no longer appreciated, or obstructed the operation of businesses and building and providing online public services at level 4 for 8 administrative procedures of 2 groups of public services at the Plant Protection Department and the Department of Livestock Production. During the past, more than 1,000 administrative procedures were reviewed and simplified to 508 administrative procedures.

As a result, the agribusiness force has been growing and investing more in agriculture and rural areas, and becoming the core of the agro-food chain. In 2017, there were 1,955 newly established businesses, an increase of 20% over the 3-year average in the period 2014-2016, bringing the total number of businesses investing in agriculture to 5,700 (excluding businesses dissolved and suspended from operation). Many businesses and large corporations have chosen hi-tech agriculture and organic agriculture as the main direction to invest billions of dollars. They have achieved remarkable success thereof.
