HCM City Customs: Already completed the implementation of VASSCM at seaport

In particular, HCM City Customs Department has already completed the implementation of VASSCM at 13/13 ports (100%); 2/2 Customs Clearance Areas (achieved 100%); 6/6 ICD (achieved 100%).

Along with that, the unit also completed the implementation of VASSCM in a bonded warehouse, with 17/17 CFS warehouse achieved 100%.

For air warehouse group: a warehouse of SCSC, TCS completed the connection software and conducted testing. However, due to the connection data standard has been upgraded so enterprises are upgrading the system to match with the standard of 1.6 for deployment.

Off-airport cargo terminal (ALS Company), currently, this company also has 1 off-airport cargo terminal in Hanoi and is in the processing but it also facing difficulty related to input data of air warehouse. For the air warehouse, the input data has to base on the information of airway E-manifest, while this data source is depended to the declaration of airlines and airline agents. Thus, General Department of Vietnam Customs is directing Hanoi Customs Department to continue reviewing, upgrading software and reporting to General Department of Vietnam Customs for developing Action Plan.

Group of express and post office, HCM City Customs Department has reported to the General Department of Vietnam Customs to delay the implementation of VASSCM system at Express Customs Branch while waiting for completing the system and standard data of this form of express cargo and post office.

For tax-suspension warehouse groups: In the area, there is a tax-suspension warehouse of Samho Vietnam Company Limited, which is managed by the Investment Customs Branch. Previously, due to the company plans to terminate operation, the HCM City Customs Department did not include in the implementation plan. Besides that, the tax-suspension warehouse is a warehouse of raw materials and supplies for export production, which is exempted from tax; These materials have been completed customs procedures and have passed through the customs supervision area at seaports, airports and goods of export production are now also subject to tax exemption, so the HCM City Customs Department has sent document for suggesting the General Department of Vietnam Customs to not deploy for the tax-suspension warehouse.
