The Department has actively grasped difficulties and problems of enterprises and taxpayers.

The Hanoi Tax Department said that its total budget revenue in the first 6 months was estimated at VND 124,100 billion, accounting for 50.5% of the estimate, up 13.7% over the same period last year. Most of the budget revenue targets grew over the same period in 2018, in which revenue from production and business activities increased significantly and sustainably with an average of 16.1%.

Director of Hanoi Tax Department Mai Son said that since the beginning of the year, the Department has actively grasped difficulties and problems of enterprises and taxpayers to remove or propose to competent authorities for timely settlement. In the first 5 months of 2019, the Department supported and responded directly to thousands of taxpayers and held 16 dialogues with 3,339 taxpayers.

The Department also promoted e-Government, modernized the method of management, collection and remittance of state revenue and upgraded infrastructure to meet the requirements for modern revenue management at all stages in tax administration.

According to statistics, online declaration at Hanoi Tax Department always reached over 98%; e-tax payment reached over 96%, reducing time and costs for taxpayers and tax agencies.

The Department also deployed e-tax declaration for housing lessors (by the end of May, 2019, there were 11,795 online declarations); and e-tax refund (reaching over 95% of tax refund dossiers, exceeding the prescribed rate of 90%).

Mr. Mai Son said that inspection has been promoted, the effectiveness of inspections has been improved, contributing to supporting the budget collection.

The Department has built a centralized database with a lot of information which is updated regularly and continuously, effectively serving the inspection, especially the special subjects, specialized business fields such as capital transfer, project transfer, real estate business, e-commerce, transfer pricing.

Accordingly, revenues after state inspection and audit have been promptly paid to the state budget. Risk signs through inspections have been synthesized and collected to develop risk criteria to warn businesses and taxpayers and e-inspection method has been strengthened.

It is estimated that in the first 6 months of 2019, it strived to complete 40% of the inspection plan, processing results after inspections was an average of 10% over the average result in 2018. Tax debt collection and enforcement were implemented drastically.

The Department has also put the discipline on top and regularly directed its officials and civil servants to strictly abide by the discipline in the industry and speeded up internal inspections.

The Department has also strengthened regular inspections and unexpected inspections for public services, thereby enhancing the sense of complying with discipline, working attitude and style for tax payers of tax officers, creating consensus and improving taxpayer’s satisfaction index for tax agencies.

The Hanoi Tax Department will continue to concretize and implement fully and effectively the tasks set out with the goal of completing and surpassing the targets.
