Hanoi Customs: Diverse solutions to facilitate businesses

VCN  - Hanoi Customs Department is a unit which performs the function of state customs management in five provinces, cities such as Hanoi, Vinh Phuc, PhuTho, Yen Bai and HoaBinh. Therefore, the solutions to facilitate the clearance of goods are always plentiful and diverse, suitable for the specific situation of the locality.

Actively approach business support

According to the Deputy Head of Customs Supervision and Control Department (Hanoi Customs Department), Doan Manh Hai, currently, there are more than 18,000 import-export enterprises, of which about 50 percent regularly conductprocedures at subordinate branches with all types of import and export by all modes of transportation.

In addition to the Customs Branch of Noi Bai International Airport, 11 of 12 Customs Sub-Departments under the Hanoi Customs Department are outside the border gate. Most sub-departments do not have inspection locations attached to the Sub-department's headquarters. However, formany years, Hanoi Customs Department has maintained the top three position in the State budget collection of the Customs sector with the assigned norms increasing steadily every year.

To achieve that, in addition to ensuring management, the Hanoi Customs Department has actively implemented customs reform and modernization to achieve many outstanding results.

In 2019, solutions to facilitate businesses have been implemented by Hanoi Customs Department in many forms. Specifically, with the issuance of Plan No. 574 / QD-HQHN dated April 26, 2019 on assisting enterprises in import and export activities, the Hanoi Customs Department has set out eight specific groups of solutions.This focuses on solutions to facilitate businesses to ensure discipline, not to cause trouble and harassment; solving and removing difficulties and obstacles for enterprises.

Mr. Tran Quoc Dinh, Deputy Director of Hanoi Customs Department, said that in order to take the initiative in measures to create favorable conditions for import-export enterprises in the area, in 2019, department leaders as well as sub-departments directly met, worked or had dispatches to People's Committees, Departments of Planning and Investment, Management Boards of industrial zones in Hanoi, Vinh Phuc, PhuTho, Yen Bai and HoaBinh provinces to coordinate, instruct and facilitate enterprises to carry out procedures at the branches in the area.

In addition, in 2019, the Hanoi Customs Department and its branches have held Customs-Business Dialogue Conferences to disseminate and promotethe law and promptly solve problems and create favorable conditions for import and export activities of the business. At the same time, the Department and its sub-departments have set up a team to receive and answer queries,so as to timely receive and handle arising problems of the enterprise.

In particular, one of the new points in 2019 is to put the centralized testing site of Hateco Logistics Joint Stock Company managed by Gia Thuy Customs Branch into operation under Decision No. 838 / QD-TCHQ dated 20 / 3/2019 of General Director of Customs. Deploying physical inspection of goods with container scanners from November 1, 2019, gradually replacing physical inspection of goods by handto ensure inspection, control, management and facilitation of enterprises, promptly detect smuggling and fraud through screening.

Effectively implement modernization programs

According to the leaders of Hanoi Customs Department, the national single-window system and the automatic customs supervision management system at Noi Bai International Airport continue to make progress. The Department has coordinated with the units of the General Department of Customs to upgrade the national single-window system and the automatic customs supervision management system at Noi Bai International Airport. This is the premise for the General Department of Customs to officially implement and apply at international airports across the country.

Up to now, 100% of airlines have registered to participate in the implementation of the National Single Window and send information to the national one-stop portal as prescribed; complete deployment and connection to all three warehouses.

Currently, every day on average there are 4,000 shipments monitored through the system, the clearance time for a shipment is reduced from 3-6 hours to an average of 15 minutes (10 minutes).

Besides, the automatic customs management system was also implemented at 21 of 36 warehouses, yards and ports; at the bonded warehouse at Noi Bai International Airport and at the warehouse of Hateco Logistics.

With efforts in reform and modernization, Hanoi Customs Department has contributed to shortening the time for goods release. According to the Hanoi Customs Department, the annual measurement of clearance time in 2019 shows that the average clearance time for goods release in 2019 is 10 hours, 22 minutes, while the measurement result in 2018 is 16 hours, 45 minutes. In which exports are 2 hours 47 minutes, the results of measurement in 2018 is 5 hours 14 minutes; The import is 10 hours, 22 minutes, the measurement results in 2018 are 24 hours, 5 minutes. This is an encouraging result for efforts to reform and modernize and facilitate the clearance of goods by the Hanoi Customs Department in recent years.
