Hai Phong reduces points of collecting infrastructure fees at seaport

VCN – From March 16, the Department of Finance of Hai Phong has reduced points of collecting infrastructure fees at seaport from 11 points to six points (stop collecting fees at five points). It aimed to implement Governments’ policies about administrative reform, non-cash payment and limiting the impact of the Covid-19 epidemic on revenue collection.

Another reason for the city to reduce points of collecting fees directly is that in early 2020, this locality cooperated with customs authorities to collect fees through the Customs electronic payment portal 24/7.

From January 1, 2017, the People's Committee of Hai Phong City implemented Resolution No. 148/2016/NQ-HDND, dated December 13, 2016 of the City People's Council on stipulating rates, collection and payment regime, management and use of fees for using infrastructure , service facilities and public utilities in the area of Hai Phong seaport (known as port infrastructure fees).

The fees applied to temporarily imported goods and re-export, transshipped goods, bonded warehouses were VND 2.2 million/container of 20 feet of dry cargo and VND 4.4 million/container of 40 feet of dry cargo, VND 2.3 million/container of 20-feet of reefer and VND 4.8 million/container of 40-feet of reefer, as well as VND 50,000/tonne of liquid and bulk cargo.

On December 8, 2018, the People's Council of Hai Phong City issued Resolution 24/2017/NQ-HDND revising Resolution No. 148/2016/NQ-HDND. Resolution 24 took effect from January 1, 2018.

According to Resolution 24, fee rates for using infrastructure, services, facilities and public utilities in Hai Phong port for imported and exported goods that are liquid and bulk cargo was adjusted to reduce from VND 20,000/tonne to VND 16,000/tonne.

From December 1, 2019, collecting infrastructure fees at Hai Phong seaport was transferred from Hai An district to the Department of Finance.

Five points of collecting infrastructure fees have stopped operation including: point number 4 (Le Pham Building - No. 508 Le Thanh Tong, Ngo Quyen, Hai Phong City); point No. 7 (1st floor. Petroleum Hotel - No. 441 Da Nang, Ngo Quyen); point No. 8 (2nd floor, Nam Phat building, Km 105 Nguyen Binh Khiem street, Hai An district); point No. 11 (1st floor, Hai An Port building - road 356, Hai An district); and point No. 16 (Hai Phong International Container Port Office, Cat Hai district).
