In 2020, Hai Phong Customs Department was assigned a target of VND 67,000 billion, up 41% compared to the previous year, this was the highest rate ever assigned to the unit.
According to the leaders of Hai Phong Customs Department, facing the assigned target being very high, from the beginning of the year, the leaders of the department directed the construction and synchronous implementation of measures to prevent and control the pandemic to strengthen solutions to remove difficulties, support businesses and recover production, ensure smooth customs clearance 24/7, as well as focus on collecting and preventing revenue loss in accordance with Resolution No. 01/NQ-CP dated January 1, 2020 of the Government, Resolution No. 01-NQ/BCSĐ dated January 3, 2020 of the Party Affairs Committee of the Ministry of Finance, Directive No. 1040/CT-TCHQ dated February 21, 2020 of the General Department of Vietnam Customs.
However, in the situation of the pandemic, import and export tax has dropped sharply, especially from major sources of revenue, so for the whole year 2020, Hai Phong Customs Department only earned VND 54,667 billion, reaching 81.6% of the target assigned by Ministry of Finance. Particularly, Hai Phong collected VND 47,724 billion, 95.4% of the target.
Analysing more clearly the reasons for the reduction of revenue, a representative of Hai Phong Customs Department said the import of cars or machinery and equipment alone reduced by up to thousands of billion VND.
With car import activities on national average decreased significantly, while the port area of Hai Phong and HCM City are the two main import areas, the big impact is inevitable.
Or, machinery and equipment was imported for investment projects, because most businesses import in 2019, so by 2020, reducing in amount of imported goods.
Therefore, by 2020, imported cars reduced revenue by VND 4,762 billion, equivalent to 33%; revenue collected from imported machinery and equipment fell by VND 3,069 billion, equivalent to 20%.
In addition, automobile components and spare parts also fell by VND 933 billion, equivalent to 46%; iron and steel decreased VND 715 billion, equivalent to 13%; imported alcohol and beer decreased by VND 233 billion, equivalent to 44%.
