Hai Phong: collect nearly 1,164 billion of seaport fees

VCN - According to updated information by Hai An District People's Committee (Hai Phong), by the end of September, the district collected VND1,163.7 billion, equivalent to 64.6% of the estimate, up 8% over the same period of 2017. At present, Hai An district has deployed 16 fee collection points, of which 2 points operates 20 hours daily.

In 2018, the People's Committee of Hai Phong City assigned the revenue target of VND 1,800 billion for the cost of using infrastructure works, public service works and public utilities at seaport area, up 16% over 2017.

Regarding the collection of fees from the use of infrastructure works, public service works and public utilities in seaport area, Hai An district has arranged the human resources to coordinate well with the forces to control at 8 ports including: Hoang Dieu, Ha Long fishing port, Doan Xa, Nam Hai, Transvina, Green Port, Nam Hai Dinh Vu and Vip Green Port.

To fulfil the revenue estimate for 2018, in the coming time, the People's Committee of Hai An district will focus on a number of key tasks: Continuing to coordinate with media departments and agencies to propagate and disseminate the policies, objectives of the city for the fee collection to port operators, shipping companies, enterprises and individuals engaging in import and export of goods through the ports.

At the same time, continuing coordination to upgrade and improve the collection and management software system for the purpose of supporting and modernizing the fee collection, controlling the fee payment and checking the data of goods across the ports with the actual revenues. Summing up the proposals from enterprises, coordinating with departments and agencies to introduce solutions to the city; effectively and strictly collaborating with Customs branches in the control of fee payment.

From January 1st, 2017, the City People's Committee Hai Phong has implemented Resolution No. 148/2016 / NQ-HDND, dated December 13th, 2016 of the City People's Council, which stipulates the rate, regime of collection, payment and use of service fees of infrastructure works, service works and public utilities in the Hai Phong seaport area.

Accordingly, the fee rate applicable for goods temporarily imported for re-export, goods in border transshipment and goods stored in bonded warehouses is VND 2.2 million / 20 feet container of dry goods and 4.4 million VND / 40 feet container of dry cargo; VND 2.3 million / 20 feet container of cold goods and 4.8 million VND / 40 feet container of frozen goods, and VND 50,000 / ton for liquid goods and bulk goods ...

On December 8th, 2018, the People’s Council of Hai Phong City issued Resolution No. 24/2017 / NQ-HDND amending Resolution No. 148/2016 / NQ-HDND. Resolution 24 took effect from January 1st, 2018.

Accordingly, the fee rate for the use of works, infrastructures, service works and public utilities in the Hai Phong port area for imported or exported goods being liquid and bulk good is revised down from VND 20,000 / ton to VND 16,000 / ton (down 20%).
