Speaking at the conference announcing the result of PAR index in 2016, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan received comments from ministries and sectors and emphasized the goals in the last 6 months of 2017 and in the following years as well as how to keep the PAR ranking of the Ministry of Finance at the second rank out of 19 ministries and sectors.

Not only did the Deputy Minister of Finance request financial units to resolve the issues well in the remaining months of 2017, but he also required them to prepare for the year 2018 and 2019 because this is the milestone for public administration reform (PAR) as well as the reform of administrative procedures.

Accordingly, the Ministry of Finance should pay attention to the key tasks and specific solutions for 3 groups of issues, including building policy institutions; public administration reform and actively building major contents of the Central Conference 6.

Policy development is an important task of the Ministry of Finance. In the coming time, a number of laws, including the Law on the Management and Use of Public Assets take effect for a period of fewer than six months from January 1, so the Ministry of Finance should be urgent to implement.

In addition to the laws which have been adopted and the laws which have been amended, the Deputy Minister of Finance also requested the units to prepare the laws for the year 2018 and 2019, such as the laws governing tax administration, securities and insurance.

Regarding public administration reform, the Deputy Minister said that it was necessary to clearly define the tasks and important objectives of the last 6 months of 2017 and the next year in order to realize the important issue of Resolution 19/2016 / NQ-CP and the Resolution 19-2017 / NQ-CP and the Prime Minister's instructions.

Accordingly, the task of the State Treasury is to clarify the implementation of the National Single Window mechanism in the control of expenditure in the next six months; summarize the model of the State Treasury in accounting management and internal expenditure management for first application in the sector to successfully apply to other sectors.

With the General Department of Taxation, the Prime Minister assigned the Taxation to successfully implement basic electronic invoices for enterprises nationwide and make electronic tax refund in 2018.

Particularly, the General Department of Vietnam Customs should focus on two tasks: improving the efficiency of the National Single Window mechanism and joining the ministries in a vigorous manner in the implementation of the Foreign Trade Administration Law.

Also at the conference on 14th July 2017, the Ministry of Finance announced the decision and awarded the Certificate of Merit by the Prime Minister to the General Department of Vietnam Customs and 4 individuals (Mr. Vu Ngoc Anh - the Deputy Director General of Vietnam Customs; Mr. Nguyen Dai Tri- the Deputy Director General of Taxation, Mr. Ngo Huu Loi, the Director of Legal Department, and Mr. Pham Dinh Thi, the Director of Tax Policy Department) for their support in public administration reform in the period 2011-2015, contributing to the building of socialism and national defense.
