Support tax payers in a timely fashion

Since Decree No.52/2021/ND-CP on the extension of deadlines for tax and land rental fee payments was issued, the tax sector has publicised this decree for businesses and taxpayers to understand and quickly make applications for the extension.

The Director General of the General Department of Taxation has asked local tax departments to support and instruct taxpayers on how to benefit from the policy.

The General Department has upgraded the e-tax payment system to assist taxpayers so taxpayers can submit online their applications for extension of deadlines for tax and land rental fee payments, facilitating taxpayers, especially in localities that are hotspots of the Covid-19 pandemic.

A month since Decree No. 52/2021/ND-CP was issued, a total value taxes and land rental fees extended by the tax sector in May is estimated at VND10,500 billion (including VND6,400 billion of VAT and VND4,100 billion of land rental fees).

As of May 25, the Hanoi Tax Department received 3,377 applications for extension, accounting for 14% of the total number of taxpayers subject to the extension under Decree No. 52/2021/ND-CP.

The Ha Noi Tax Department has sent contents of the decree via e-mail to all enterprises in the area in May. It also posted video clips, documents and articles on its website for taxpayers to easily access information.

The department said resulting from the direction of the Hanoi People's Committee and coordination of agencies, the receipt of application for extension is performed in an easy manner.

Bac Giang is a hotspot for the Covid-19 pandemic. Bac Giang Tax Department has promoted the support for taxpayers in extending tax payments.

The department has sent 7,709 contents related to Decree No.52/2021/ND-CP to emails of organisations and businesses in Bac Giang province. After being supported by the department, some firms have made application for the extension of payment deadlines of land rental fee and VAT via the e-tax payment system.

Director of Bac Giang Tax Department Le Ba Ngoc said the allowance of taxpayers to extend the payment deadline is necessary. Businesses and individuals can have more financial resources to maintain and restore production, contributing to achieving the goal of economic growth for 2021.

On the basis of these support policies, businesses, organisations and taxpayers will arrange financial resources; promote business production to pay the extended tax amount into the State budget after the extension period comes to an end.

This is also a practical action to help the community prevent the pandemic and fulfill obligations to the State budget.

Assess disease development to provide appropriate tax and fee solutions

The General Department of Taxation said extending deadlines for tax and land rental fee payments in 2020 has made an important contribution to implementing the “dual goal” of pandemic containment and socio-economic development.

Director General Cao Anh Tuan asked the entire tax sector to assess results of implementation of Decree No. 52/2021/ND-CP, providing solutions to support and facilitate businesses in tax declaration to comply with the Government’s policy.

All tax authorities must closely monitor the development and the impact of the Covid-19 pandemic, and assess the implementation of solutions across the country. On that basis, suggest and report to competent authorities on appropriate solutions on tax, fees and charges in line with the actual developments to support businesses and taxpayers.

Many economic experts also said the State’s support policy would help firms and individuals overcome difficulties caused by the impact of the pandemic, recover production, promote production and business, and promote imports and exports.

Director of Labour Law Co.,Ltd, lawyer Le Thi Hong Van said to enjoy the benefits from this policy, taxpayers must understand their policies, rights and obligations.

They must grasp the accurate period and deadline for extension of taxes. Taxpayers should submit tax declarations in a timely fashion, even before the deadline to avoid network congestion, so that tax authorities can check taxpayers’ information to adjust errors.

“This is an opportunity for the business community as well as taxpayers affected by Covid-19 pandemic. Thanks to the extension of tax payments and reduction of land rent, many businesses have gradually recovered, creating jobs for workers and bringing revenue to the State budget. The policy was issued, the quick and effective performance is the most important thing that businesses expect in this time,” lawyer Van said.

Decree 52 stipulates taxpayers subject to extension shall submit the application for the extension for all taxes at the time for submitting tax dossiers. The deadline for the submission of the application is not later than July 30.

The procedure for submission is implemented online on the National Single Window and the portals of the tax authority to facilitate taxpayers.
