In Decision 1209 / QD-CP, the Ministry of Finance requested subordinate units to apply the use of pilot electronic invoices with validation codes of the Tax authorities for a number of businesses in Ho Chi Minh City and Hanoi. The time of pilot electronic invoices with validation codes is from June 2015 to December 2016.
The Ministry of Finance has also requested the General Department of Taxation to report the results and propose an expansion plan before the end of the pilot implementation in late December 2016.
However, because the application of electronic invoices with validation codes of the Tax office is a new issue, the implementation of the pilot program has had many problems.
Therefore, at the request of the General Department of Taxation, the Ministry of Finance has decided to extend the time of implementation of Decision 1209 / QD-BTC from 1st January 2017 to the date of replacement of this Decision.
According to Decision 1209 / QD-BTC issued by the Ministry of Finance, an electronic invoice with validation code is an invoice with the code issued by an authentication system of the Tax office.
Validation codes are encoded strings, provided by the authentication system of the General Department of Taxation based on invoice information or services of enterprises.

In addition to validation codes and validation numbers, on an electronic invoice, there is also the QR code which is a two-dimensional barcode displayed on the upper right corner of the invoice. Users can use electronic equipment such as mobile phones and tablets with an installed QR code reader software to quickly read and check information on the invoice.
