Export of raw minerals is allowed to solve difficulties for enterprises

At a Government press conference on October 2, Deputy Minister of Industry and Trade Do Thang Hai said the Party and Government’s policy of mineral export specifies the exploitation of minerals is mainly to meet the demand for domestic raw materials and is periodically reviewed to determine the importance of each type of mineral, thereby adjusting the exploitation, processing and export of minerals. Mineral products canonly be exported after they areprocessed with specific technical criteria which are promulgated by State authorities.
To implement this policy, the Ministry of Industry and Trade issued Circular 41/2012/TT-BCT dated December 21, 2012 regulating mineral exports. Accordingly, it reduces from 22 types of minerals that are allowed to be exported to 10 types of exported minerals.
“Thus, we do not ban the export of all kinds of minerals, we restrict the exports,” Deputy Minister Do ThangHai said.
According to the representative of the Ministry of Industry and Trade in recent years, the price of metals and minerals in the world and region has sharply decreased. Enterprises in the mining industry suffer from many difficulties such as production cost increases; the processing area is not invested according to plans or if invested, the production is moderate with low output; the inventory of a large volume of some minerals, especially iron ore or titanium ore; many mines have to be closed or produce moderately. While, under current regulations, if enterprises stop mining minerals, they still must pay mining rights based on the licenses they were granted.
Facing this situation, to solve difficulties of enterprises as well as to boost production growth, the Government issued Resolution No.46/NQ-CP dated June 9, 2017 to remove difficulties in mineral production, complying with the direction of the Prime Minister in Notice No. 264 dated June 14, 2017 allowing the export of some inventory minerals such as pure iron ore, pure titanium ore and some white marble blocks.
Thus, for iron ore and titanium, the Prime Minister assigned the Ministry of Industry and Trade to coordinate with People's Committees of provinces and cities to consider and solve the export issues of enterprises. Complying with the direction of the Government, the Ministry of Industry and Trade considered and dealt with specific cases, then reported to the Prime Minister on the implementation results.
“We emphasise that solving the inventory export is only temporary solution to remove the difficulties as well as creating conditions for enterprises to maintain production, create jobs and income for labourers,” Hai said.

Therefore, the Ministry of Industry and Trade needs to coordinate with other ministries and sectors to verify and submit to the Prime Minister for approval of the mineral planning task under the Law. During implementation, the Ministry will balance the exploitation, processing, ensuring rationality between supply and demand to reduce inventories as well as policies to ensure mineral investment.
According to Deputy Minister Do Thang Hai, the Ministry of Industry and Trade has also reported to competent authorities to ensure the efficient exploitation and processing, including the export of minerals.
