Developing unified IT system in the entire Finance sector

Providing 949 online public services
Currently, 949 administrative procedures have been deployed with online public service by the Ministry of Finance. Of which, 244 online public services are at level 1; 331 online public services are at level 2; 92 online public services are at level 3 and 284 online public services are at level 4. The system of receiving and sending document between the Ministry of Finance and the Government Office operated stably in 2017 with 10,290 received documents and 5,234 sent documents.
For the Tax area, the General Department of Taxation has deployed the pilot e-tax declaration for rental housing declaration form in Ha Noi Tax Department, Ho Chi Minh Tax Department and Tax branches. From 1st January 2017 to 28th February 2018, 50,698 of 104,226 e-declarations were sent to the Tax authority, accounting for 48.64%. The e-Tax payment has been effectively connected with 3 commercial banks (Vietcombank, VietinBank, and Agribank) and propagandized and publicized to people for using the service.
The pilot e-tax payment and declaration of Registration fee was quite successfully deployed at Ha Noi Customs Department by coordinating with Traffic Police Department, Banks, Truong Hai and Honda dealers, and completed the pilot vehicle registration in Ba Dinh and Hai Ba Trung District. Currently, the application system has been ready for wide deployment in Ha Noi and Ho Chi Minh City when the legal framework is sufficient. The Tax refund system was officially expanded in 63 provinces and cities from 4th August 2017. As of the end of February 2018, 4,649 of 13,324 enterprises engaged in e-tax refund, accounting for 34.85%; 11,926 of 44,696 dossiers were received, accounting for 26.68%; 9,513 dossiers were implemented tax refund on the system with total amount of VND 49.874 billion.
For Customs area, currently, 11 of 13 ministries and sectors (reaching 84.6%) has been officially connected with the National Single Window mechanism; 47 of 284 administrative procedures have been handled (reaching 16.5%) via National Single Window, 800,000 administrative dossiers has been handled and about over 18,000 enterprises registered. The Customs sector also signed agreement on coordination in e-import and export duties collection with 38 banks, thereby, 90% of revenue from Import and Export duty in 2017 was collected via banks.
Improving the legal framework
Although archiving many positive results, the task for the remaining half of the plan is quite arduous with many large projects. Mr. Nguyen Viet Ha, Deputy Director of Department of Financial Informatics and Statistics said that the entire sector would develop and maintain unified and comprehensive IT and financial statistics system associated with the sector’s assigned political tasks; Apply the technology of the 4th Industrial Revolution into its operations to meet fully and promptly the requirements on national finance management of the Ministry and better serve people and enterprises.
Mr. Ha said that the first key task is to improve the legal framework for information technology management and implementation of new policies with the submission to the Government to issue a decree replacing Decree 27/2007 / ND-CP on electronic transactions in financial activities; and the submission to the Ministry to issue a Circular prescribing the reporting regime on financial statistics and a circular prescribing the system of financial statistical indicators.
In addition, the deployment of IT applications in 2018 should be focused on deploying common software in the Finance sector such as “a scheme on developing national finance database”, an information system of management of the Ministry of Finance staff in the centralized model; upgrade the system of information exchange for state budget revenue at the Ministry of Finance; upgrade code-granting software for units using State budget ; extend the executive document management program; Deploy financial asset management software in the centralized model.

In addition, core application of professional operation in authorities must also be maintained and upgraded, especially the Treasury and Budget Management Information System (TABMIS), the Tax management System, the VNACCS/VCIS, the National Single Window and the ASEAN Single Window to meet requirements for the changes and revision on the operation in accordance with the institutional reform and financial policies.
Deputy Minister of Finance Vu Thi Mai In order to deploy the IT application well and apply technology of revolution 4.0 in all professional operations, authorities need to focus on updating new provisions, and to promptly and fully implement and propagandize policies and provisions of the State and Ministry of Finance. The General Department of Taxation, General Department of Vietnam Customs, the State Treasury, the General Department of State Reserve, and the State Securities Commission need to develop and issue their detailed action plans to implement Resolution 02-NQ/BCSD before 31st March 2018. At the same time, reviewing and proposing the tasks by 2020, and summarizing a report to the Ministry of Finance of revised contents of Information Technology Plan for 2016- 2020 to ensure implementation of tasks and solutions of Resolution 02-NQ/BCSD. |
