VCN- This information was requested by the Deputy Director General of the General Department of Vietnam Customs, Mr. Nguyen Cong Binh in a seminar about the Draft Plan on information collection and processing in 2017, held by the General Department of Vietnam Customs on 1st December 2016 in Hanoi .

At the seminar, there were representatives of Departments under the General Department of Vietnam Customs and Customs agencies of 12 provinces and cities.

Speaking at the seminar, the Deputy Director General, Mr. Nguyen Cong Binh said that in 2016, the General Department of Vietnam Customs issued a plan to collect and process information with many positive results. In order to ensure the effectiveness of risk management on schedule, the General Department of Vietnam Customs assigned the Risk Management Department to synthesize and collect ideas of local Customs Departments about the draft Plan on collection and processing information for 2017. In particular, there are 4 of 7 subordinate Departments and 25 of 35 local Customs agencies basically agreeing with the draft. On that basis, the Risk Management Department has noted and put into a draft for consultation of leaders in charge of risk management to further adjust and complete the plan.

The Deputy Director General of the General Department of Vietnam Customs, Mr. Nguyen Cong Binh stressed that the gathering and processing of information was an important stage in the 13 key stages of risk management techniques under the guidance of the World Customs Organization (WCO). Currently, the General Department of Vietnam Customs assigned the Department of Information Technology and Customs Statistics to synthesize all the information in the data system of the Customs towards centralization and uniformity and provide information for 3 levels: the General Department of Vietnam Customs, the Customs Department of provinces and cities; and Customs Branches.

In order to promote IT software, Customs should focus on the process of collecting and processing information with specific stages. Based on the information available from the relevant units, Customs authorities should collect them in a separate system. In addition, according to the provisions of the Customs Law 2014, transportation agencies, warehouse management agencies and airport agencies must provide information to Customs authorities by electronic methods.

Recently, the General Department of Vietnam Customs has actively implemented the information system through the National Single Window at national border ports with Hai Phong Customs as the pilot unit. At the same time, the General Department of Vietnam Customs has also deployed the Aviation National Single Window, collected information of passengers on exit and entry in advance. In each field, the General Department of Vietnam Customs has built a separate process. After gathering information in the system, Customs shall build an IT system to manage users seriously.

Customs should also continue to review and assess the information system for more accurate information in order to build an integrated, centralized and multi-dimensional IT system, providing Customs officers at all levels about the clearance process. By 2020, the General Department of Vietnam Customs will have built an IT system with the criteria "anytime, anywhere, on any media."

In order to improve the plan, the Deputy Director General of the General Department of Vietnam Customs, Mr. Nguyen Cong Binh has requested relevant units at the seminar to exchange experiences and find effective solutions for data collection and information processing. In addition, to ensure the effectiveness of risk management, Customs will request the Departments as follows: the Investigation and Anti-Smuggling Department, the Post-Clearance Audit Department; the Customs Surveillance and Management Department; the Import-Export Duty Department, the Customs Examination Department, the Information Technology and Customs Statistics Department and the Inspectorate Department to supervise and inspect the collection and processing of information for 2017.

At the seminar, the participants noted the content of the Risk Management Department about the legal basis, the role and objectives of the draft plan on information collection and processing for 2017. Accordingly, the representatives basically agreed with the draft and contributed their ideas to improve the draft.

Accordingly, the target of the Plan was to show the relatively high risks; linking Customs operations on the basis of an unified risk management system, ensuring strict control; simultaneously facilitating exports and imports, exit and entry activities; enhancing close cooperation among Customs agencies at all levels to fully and comprehensively control the risks in the field of Customs.
