In the first 6 months of 2016, the Ministry of Finace has actively proposed, focused and strived to strictly implement synchronous financial solutions - state budget which was set out by the National Assembly, the Government; effectively operated and kept the budget deficit as the Parliament allowed.

This target received support from most representatives from localities and relevant agencies. Financial solutions have been implemented uniformly and comprehensively, contributing to positive results for the first 6 fiscal months.

At the meeting, Deputy Prime Minister, Mr. Vuong Dinh Hue recognized, praised and appreciated the achievements of all the work in Finance in performing the tasks of finance and state budget for the first 6 months of 2016. The Deputy Prime Minister said that the financial sector continued to overcome the difficulties to develop, propose to advise breakthroughs as well as close coordination with other ministries in budget management.

Minister of Finance, Mr. Dinh Tien Dung commented: Besides the continuing economic factors, the task of implementing socio-economic and financing - state budget target in 2016 has also included unstable elements, which are difficult to quantify and forecast, impacting negatively on the implementation of macro-economic policy and state budget in 2016.

In this context, the Minister said: the Ministry of Finance set a number of basic solutions for deployment in the last 6 months.

Firstly, continue improving the institutions; promote the reform of administrative procedures, especially in the field of taxation and customs; improve the investment and business environment, enhance national competitiveness.

Specifically, focus on implementing effective solutions, the specific tasks of administrative reform, improve the investment and business environment, enhance national competitiveness, support and develop enterprises.

Along with the implementation of e-Government under Resolution No. 36a / NQ-CP of the Government; build a database on taxpayers, expand electronic invoicing, electronic tax payment and electronic tax refund; implement Single Window; reduce paperwork, shorten time, reduce the cost of implementation of administrative procedures in the field of export and import.

Another solution is to implement synchronous solutions for managing the state budget, proactively handle the impact of crude oil price fluctuations, determine to achieve and exceed the estimates of Parliament. In particular, the Ministry of Finance set the target with full and timely collection of revenues to strive to fulfil and exceed the growth target of 6.7%.

The budget expenditure management must be held tightly, economically as regulations and anti-waste; improve the efficiency of using the state budget.

"Although the economic context is more difficult and the tasks of finance in the current period are very heavy, the Ministry of Finance will continue to uphold the tradition of solidarity and consensus to overcome difficulties and challenges, determined to successfully implement financial tasks - state budget which were assigned by the Party, the Government and Vietnamese citizens ", the Minister said.
