Subjects eligible for betting are people who are at least 21 years of age and have full civil act capacity in accordance with the law.

Therefore, the public opinion is very interested in this business, especially international football betting. However, as mentioned by the Customs News in the previous publications, the implementation is being carried out in accordance with the schedule with the most cautious attitude.

The Circular must be urgently built

According to the information of the first quarter press conference of the Ministry of Finance, the Drafting Board is preparing a draft circular guiding the implementation of Decree No. 06/2017 / ND-CP according to schedule. The Ministry of Finance is also consulting the Ministries: Culture, Sports, and Tourism; Justice; Planning and Investment and Public Security, then widely consult on the ministry's portal.

Regarding the international football betting, the Ministry of Finance is also working with ministries to report to the Government on the selection of pilot enterprises. According to the Decree, if the Law on Procurement is applied, the Ministry of Finance and the inter-ministries will publicize for enterprises and investors are interested in to select. This selection will be governed by the Law on Procurement. The Ministry of Finance and relevant units will publicize when the information is issued for enterprises can register the Bidding transparently.

According to Decree No. 06, the Government permits only one enterprise to hold the pilot international betting business. The pilot period is 5 years from the date when that enterprise is granted the certificate of eligibility for business. After the pilot period, the Government will review and evaluate the decision to continue or allow the pilot international football betting.

Therefore, according to the Ministry of Finance, the pilot enterprise of international football betting business must have charter capital of at least VND1 trillion and invested in technology systems, technical equipment, and business software as described; and has a feasible international betting business plan; and commit to comply with the provisions of Vietnamese and international law; and committee to ensure the security, social order, and community support.

Enhancing the effectiveness and efficiency of state management

The Betting business is a special sensitive business because it causes multi-dimensional impacts on society and its biggest goal is not revenue, so in the Press Release (February 23, 2017) on Decree 06, The Ministry of Finance has stressed –the Betting business has just implemented in the pilot form in the recent times. Some horse racing and dog racing betting projects are granted a pilot license under the Investment Law.

However, the fact that there are many illegal betting activities organized in various forms and increasingly sophisticated through online betting via the internet and illegal betting against overseas agents providing improper services. This situation causes difficulties for State management in the management and control and, negatively affects the social order and safety and does not control the situation of illegal foreign currency transfer abroad.

The urgent issue now is that, besides deploying on schedule, it is necessary to enhance the effectiveness and efficiency of state management by promulgating Decree 06 to meet the entertainment demand of a part of citizens who have legal incomes; attract investors in the tourism through the development of horse racing and dog racing projects; and contribute to fight against illegal betting activities negatively affecting the social order and safety and the illegal transfer of foreign currency abroad to engage in illegal betting activities.
