Continue to suspend the procurement of public car in 2018

Accordingly, to continue the suspension of procurement of cars for serving based on job titles, cars for serving general work and special purpose in 2018 under the guidance of the Government's leaders in the Document No.1248/VPCP-KTTH dated 2/2/2018 and guided by the Ministry of Finance in the Document No.2850/BTC-QLCS dated 14/3/2018, and Document No. 3515/BTC-QLCS dated 28/3/2018, until the Decree stipulating on the standards and norms of using cars that are promulgated by the Government and valid for implementation.

Particularly, for the case of purchasing cars serving based on job titles, cars for serving general work and special purpose of authorities, organizations or units, complies with the regulations on standards and norms as regulation before 1/1/2018 (Decision No.32/2015/QĐ-TTg of the Prime Minister dated 4/8/2015). However, if the authorities, organization and units have been implemented one, or some procedures in order to select suppliers in accordance with regulation of Law such as: approval of estimate and supplier selection plan; posting a bid invitation, bid closing; approve and publicize the selection result; negotiate and sign contract before dated 1/1/2018, they will be allowed to continue procurement in accordance with the provisions of law.

The funds for purchasing cars arranged and allocated in the State budget expenditure estimates in 2018 shall be appropriately assigned by competent authorities to competent agencies and units in order to comply with the provisions of law on the state budget. This number of cars shall be included in the number of cars of authorities or units for rearrangement and handling in accordance with the new regulations on standards and norms after the Decree regulating about standards and norms of using car are promulgated by the Government and come into effect.

The ministers, the heads of the authorities and the chairman of the provincial People's Committees have determined and taken responsibility for the compatibility of purchasing cars with the regulations that applied before 1/1/2018 about standards and usage norm of cars.

State Treasuries directed State Treasuries at all levels to control the state budget expenditures for car purchasing strictly as prescribed in the provisions of law and the guidance in this Document.
