Accordingly, for customs declarations that are classified into the yellow channel by the system, when checking customs dossiers, based on the request document for taking goods to be preserved of declarants according to the form (including the organization's name accredited by the Ministry of Science and Technology to carry out the inspection of consignment), customs official should check the dossier to approve the permission for taking goods to preserve. At the same time, they should update information about the assessment organization and propose the customs branch where storing goods to make customs seal on the E-Customs system in order to hand over to assessment organizations.
Based on the information on the system, customs officials at the customs branch where goods are stored would seal the shipment of goods, make a hand-over record in accordance with the form and hand it to the customs declarant for presenting to the assessment organization.
The inspection results that were verified by inspection organizations about receiving consignments with intact customs seals are the basis for customs officials to clear cargo, and do not require assessment organizations to confirm on the receiving of the cargo shipment.
For customs declarations that were classified into the red channel by the system, in case the assessment of goods is conducted at the same time as the physicial inspection, customs officials and appraisers would make a record certifying the physical inspection. It did not require to have to customs seal and make a hand over to the assessment organization.
In case the physical inspection of goods was not carried out at the same time with the assessment, after completing the physical inspection of goods, the customs officials should seal or take a picture of the entire cargo shipment (if they are unable to seal) and hand over to the declarant for handing over to the assessment organization.
The inspection results that were verified by assessment organizations on receiving the consignments with intact customs seals, are the basis for customs officials to clear cargo, and do not require assessment organizations to confirm the receiving of the cargo shipment.
