The company declared to export the shipment via Cat Lai Port, including more than 15 tonnes of electric scrap, originating in Vietnam.
The export declaration was classified in Red channel by the customs system, and the company issued an official letter to cancel the declaration. However, Sai Gon Seaport Customs Branch did not agree and conducted a physical inspection of the shipment.
As a result of the inspection, the goods were correctly declared on the goods names, quantity and codes. But inspection results showed the goods were electric scrap.
The above scrap is hazardous waste subject to the list of electronic equipment, parts and components discharged from other waste sources. At the time of physical inspection, the company did not provide a written approval issued by the Vietnam Environment Administration in accordance with Article 22 of the Circular 36/2015/ TT-BTNMT dated June 30, 2015 of the Ministry of Natural Resources and Environment.
After receiving the case file reported by the HCM City Customs Department, the Chairman of the People's Committee of HCM City signed a decision to fine the company VND 450 million for exporting hazardous waste without an export permit.
