Ready to resist

According to Vice Head of the Anti-Drug Enforcement Unit (Quang Tri Customs Department) Nguyen Ngoc Hai, smuggling and illegal cross-border trafficking of goods has decreased in the number of cases, as well as in the number of infringing goods, but the smuggling methods and operations of smugglers have been more serious and risky.

Hai also said that smugglers often use cars with 12-15 seats which were removed, black laminated windows, even disguised number plates with clay and soil to illegally transport goods to evade competent forces. These vehicles often sneak onthe trails, shortcuts and warehouses in the border area. When reaching National Route 9, the smugglers drive at high speed. The main smuggled product is foreign cigarettes of all kinds. According to current regulations, trafficking of 1,500 packs of cigarettes or more will be subject to a criminal penalty, about three barrels (500 packs per barrel). Therefore, when surrounded by competent forces, the smugglers strongly and aggressively resist, making it difficult for the competent forces to perform their duties.

On August 7, the Anti-Drug Enforcement Unit organized a working group control at Km 62 + 100, National Route 9 in Luong Le village, Tan Hop commune, Huong Hoa district, Quang Tri. Here, when the Customs force gave the order to stop the vehicle, the driver did not comply, immediately turned the car toward Lao Bao. The working group chased to Km 62 + 500, National Route 9 and discovered that the smugglers had left their vehicle and 15 barrels of cigarettes, equivalent to 7,500 packs to escape the site.

Previously, on August 4, at the area of ​​Km 56, National Route 9, when detecting the competent forces, the driver did not obey the orders of the customs agency but deliberately ran into the Customs force and then escaped at high speed. While escaping, the driver threw goods onto the street to both disperse the infringing goods and obstruct the pursuit of the Customs force, endangering people in traffic, and then took advantage of terrain to escape. Through vehicle inspection, the Customs Enforcement Unit (Quang Tri Customs Department) discovered and seized 5,000 packs of cigarettes produced in foreign countries, with the total value of goods estimated at VND115 million.

For the above cases, the Customs force has completed procedures and proposed the Investigation Police Agency, Huong Hoa District Public Security (Quang Tri) to investigate and prosecute.

Cooperation is a must

According to the leader of the Anti-Drug Enforcement Unit, to stop this situation, it requires the efforts of all levels, agencies and forces on the local routes from the border and inland. In specific cases, outside the customs management areas, the customs force shall coordinate with the police force and the traffic police to stop the vehicle; ensure security and order, suppression in case of smugglers fightingofficers on duty; coordinate with the police agency to investigate the border districts to handle cases with criminal violations.

Talking to the Customs Newspaper, Deputy Director of Quang Tri Customs Department Dinh Ngoc Thanh, said that in the face of the above situation, the unit issued many documents to strengthen inspection and control in the ​​customs operation area; anddirectly guide in the area in a number of specific times and cases.
