The Customs agency discovered the firm does not operate at its registered business address after discovering and seizing the consignment earlier this year.
A Hai Phong Customs officer said that during the investigation, the enterprise did not work with the Customs agency and did not operate at its registered address.
Hai Phong Customs Department has handed over documents to Hai Phong Public Security for further investigation and settlement.
Previously, in January 2019, Hai Phong Customs Department discovered two illegal ivory shipments from Africa with a total weight of 600 kg.
On January 25, at the container screening center of Hai Phong Customs Department, competent units inspected and detected 2 tonnes of smuggled ivory and pangolin scales (including 500 kg of ivory).

The shipment was declared at Dinh Vu port border gate Customs Branch (Hai Phong Customs Department) on January 22, 2019.
The importer was VIC Thanh Binh Import-Export Co., Ltd. (located in Lien Hong commune, Dan Phuong district, Hanoi). The goods were declared as wood.
The shipment came from Apapa port (Nigeria, Africa) on December 4, 2018, to Lach Huyen port (Hai Phong) on January 18, 2019.
On January 24, the customs force took the shipment to the container screening center and found it suspicious. On January 25, the Import and Export Goods Inspection Team (Risk Management Division of Hai Phong Department) worked with Dinh Vu Port Border Gate Customs Branch to conduct a physical inspection of the shipment and discovered the banned goods.
On January 30, the Customs Control Team (Hai Phong Customs Department) inspected a container of ivory and pangolin scales in a shipment of wood imported from Africa, with more than 1 ton of Pangolin scales and 100 kg of ivory.

The shipment came from Apapa port (Nigeria, Africa) in transit via Singapore and to Lach Huyen port (Hai Phong). The final destination port was VIP Green port (Hai Phong).
Notably, the consignee on the bill of lading was also VIC Thanh Binh Import-Export Co., Ltd.
Why was the case transferred to public security for handling? Previously, violations related to ivory, pangolin scales or rare and precious wild animals were prosecuted by the Customs. Recent cases have been transferred to the Public Security for handling in accordance with the regulations in Article 244 of the new Civil Procedure Code (combination between the Civil Procedure Code No. 100/2015/QH13 dated 27 November 2015 and Law No. 12/2017/QH14 dated 20 June 2017 under the document on combination No. 01/VNHN-VPQH dated 10 July 2018) which stipulates violations on management and protection of endangered, precious and rare animals. |
