Binh Phuoc Customs: Effectively supports for enterprises

Providing the most favorable conditions for enterprises
According to Binh Phuoc Customs Department, determining that the support for enterprises is one of the key tasks contributing to the revenue’s increase, thereby, the Department has appreciated the importance of this task.
Besides taking measures to support enterprises in accordance with the instruction from the General Department of Vietnam Customs (GDVC) such as propaganda and training on new policies; holding dialogue conferences and removing difficulties for enterprises; visiting enterprises to survey and listen to their opinions, Binh Phuoc Customs Department has also implemented many solutions to promptly, practically and effectively assist enterprises with the aim of providing the most favorable conditions for enterprises.
Specifically, the leader of the Department has requested units that have directly contacted enterprises, such as Customs Operational Divisions and Customs Clearance Branches, to assign the customer service task to each Customs official in the units. At the same time, the Customs Clearance Branches need to provide the list of focal points of leaders, carders and civil servants who are in charge of supporting enterprises in the Department’s websites, thereby, enterprises can know who to promptly contact when faced with difficulties and shortcomings.
In order to promote the partnership and coordination with enterprises under its control area, over the past years Binh Phuoc Customs Department has continuously enhanced the cooperation and information exchange and support for enterprises. In 2018, the Department signed the agreements on coordination, support and information exchange with 2 enterprises, bringing the total number of enterprises which had signed the agreement with the Customs to 11 enterprises. With the signing of these agreements, Binh Phuoc Customs Department has committed that it will fully provide information and promptly remove shortcomings of enterprises in the implementation of Customs procedures. In which, Customs Branches have assigned each carder and civil servant to support enterprises, and have developed e-mail boxes to receive, handle and announce to each enterprise when there are arising shortcomings, helping enterprises to enhance their competitiveness and efficiency.
In 2018, in order to provide a more effective support for enterprises, Binh Phuoc Customs Department has deployed many new activities to assist them, such as; the application of SMS system in supporting enterprises; deployment of the program “Accompanying with enterprises”, that is expected to be held in July 2018 with the collaboration of Binh Phuoc Television. Besides the propaganda to the business community on new Customs procedures and policies, this is also the channel to receive comments and advice in developing and amending mechanisms, policies on Customs procedures, and import and export duty from the business community.
Also, Binh Phuoc Customs Department has continued to conduct surveys on enterprises about its service quality, thereby, collecting necessary information and having the system to consider and assess the satisfaction of enterprises for the Department’s operation to detect shortcomings and draw experience and propose appropriate solutions to improve the Department’s operational efficiency. It also helps Binh Phuoc Customs Department to identify shortcomings causing the delay in handling Customs procedures, and propose solutions to implement Customs administrative procedure reform, contributing to improving the provincial competitiveness index.
Positive efficiency
The implementation of comprehensive solutions to support enterprises has effectively contributed to attracting enterprises, so revenues have increased in Customs Branches under Binh Phuoc Customs Department. Especially, from the beginning of 2018 to now, over 60 new enterprises have carried out Customs procedures at Chon Thanh Customs Branch.
According to Mr. Nguyen Van Ngan, Manager of Chon Thanh Customs Branch, although the area managed by the Branch is not large, the number of new enterprises carrying out Customs procedures at the Branch has increased each year. Specifically, in 2016, only 150 enterprises carried out Customs procedures at the Branch, in 2017, over 300 enterprises. In 2018, the Branch has carried out Customs procedures for 450 enterprises, including the number of enterprises outside the management of the Branch. The increase in the number of enterprises carrying out Customs procedures has significantly contributed to the increase of Branch’s revenue. As of this period, the Branch’s revenue accounts for 40% of the total assigned target in 2018 of VND 480 billion, an increase nearly of 50% compared to the same period in 2017.

The manager of Hoa Lu International Border Gate Customs Branch, Mr. Vo Quoc Bao, said that the support for enterprises has greatly contributed to the Branch’s revenue increase over the past years. With the increase in the number of enterprises carrying out Customs procedures, the Branch’s revenue has also increased remarkably. In 2016, the Branch’s revenue reached over VND 20 billion, in 2017, the revenue obtained over VND 100 billion. In 2018, as of the end of April the Branch’s revenue reached VND 34 billion. Currently, the Branch has made every effort to create more favorable conditions to attract enterprises to carry out Customs procedures at the Branch to achieve the assigned target in 2018.
According to Binh Phuoc Customs Department, as of 31st May, the revenue collected by the Department reached nearly VND 249 billion, accounting for 40% of the target assigned by the Ministry of Finance and the GDVC (VND 605 billion).

That is the positive advantage for Binh Phuoc Customs Department in attracting many enterprises carrying out Customs procedures. Although Binh Phuoc is an inland area and faces difficulties in human resources, the enterprises are very satisfied about the procedures and services of Binh Phuoc Customs Department”. Ms. Phan Thi Nhan Tam, Deputy Head of Export-Import Division of Loc Ninh Rubber Company: “Binh Phuoc Customs Department has supported well the enterprises. When the enterprises are faced with any shortcoming in exporting or receiving goods, even on days off or holidays, they are promptly supported by Binh Phuoc Customs. When the enterprises face shortcomings in procedures and documents, the Customs has assigned officials to directly support enterprises. Thanks to the great efforts of Binh Phuoc Customs Department, the import and export activities of enterprises are always quickly and conveniently implemented. This is the reason why almost all Rubber enterprises have implemented Customs procedures here in instead of implementing in Ho Chi Minh City as before. |
