According to the report from the Steering Committee of 389 Binh Duong, in 2017, competent forces inspected, detected and arrested 6,733 violations, up by 6.33% over the same period last year. Total collected amount to be paid to the state budget was over VND 636.7 billion, including fines of over VND 197.3 billion (up 18.98% over the same period), arrears of VND 437 billion and estimated value of confiscated goods of VND 20.5 billion. Confiscated goods were mainly smuggled cigarettes, alcohol, food, telephone accessories, children's toys, home appliances and mini gas bottles.

Typically, in 2017, Binh Duong Customs Department detected 525 Customs violations with the total administrative fine of VND 78 billion, and issued the decision on criminal prosecution for a smuggling case with a value of over VND 8 billion. Binh Duong Market Management Branch handled 993 violations, collected fines over 10 billion VND to the State budget and confiscated goods worth VND 4.4 billion VND.

According to the competent forces, the situation of smuggling, trade frauds and counterfeit goods in Binh Duong province was complicated with increasingly sophisticated tricks,because Binh Duong Customs Department was near the big ports in Ho Chi Minh City and Ba Ria - Vung Tau. The common tricks were mixing the goods subject to inspection into goods exempted from inspection for fraud; taking advantage of the night and holidays to bring raw materials, fabrics and clothes to the domestic market; and transporting fabric, finished clothes together with waste products to cheat competent forces for the domestic market.

In the domestic market, intentional offenders often actively use sophisticated tricks and tactics, while laws and regulations allowing State agencies to request enterprises for information provision are limited. Meanwhile, Binh Duong province is a center of many large industrial zones and many enterprises often change their structure and human resources. Thus, the information collection and updated is not timely and accurate. Processing enterprises do not have centralized processing zones, so the management still has many inadequacies. It is forecasted that the tricks will be more complicated and difficult to detect in the coming Lunar New Year, requiring competent forces in Binh Duong to closely and effectively cooperate with each other to contribute for healthy development, and to stabilize the market to protect the interests of consumers and manufacturers, and to promote the economy.

Deputy Director of Binh Duong Customs Department Le Van Danh said that the leaders of the unit have thoroughly instructed cadres and civil servants to uphold the spirit of vigilance and apply professional experience and skills to promptly handle acts of smuggling, trade frauds and counterfeit goods during the Customs process. At the same time, accelerating the collection and processing of information and classification of objects to perform the tasks of anti-smuggling and illegal cross-border goods transportation; to develop plans to fight against smuggling, trade frauds and counterfeit goods before, during and after the Lunar New Year 2018. Sharing information on goods owners, imported goods, especially goods imported for Tet to the police force, market management force, tax force, so as to closely monitor the import of goods for circulation on the market.

In addition for good implementation of coordinated regulations signed between departments, Steering Committee 389, Binh Duong’s competent forces also promoted, propagated and disseminated to business organizations, individuals and consumers not to participate and support smuggling, trade fraud and counterfeit goods. They also planned programs in association with the campaign,"Vietnamese people give priority to use Vietnamese goods"; and to enhance coordination and report on the situation of smuggling, trade frauds and counterfeit goods on the mass media.
