Assigning state budget targets in 2022
State budget targets in 2022 have been allocated to a wide number of ministries and agencies.
The Minister of Finance is authorized to assign ministries, central agencies and centrally-run cities the following tasks of collection and expenditure. The fees and charges that must be collected and paid to the State budget include: expenditures from the revenue retained by the ministries, the difference in revenue and expenditure of the State Bank of Vietnam and details of revenues excluded when determining wage policy reforms. As well as, spending on science and technology tasks at the national level, expenditure on training and retraining cadres and civil servants and total amount of loans, loans to offset overspending, loans to repay principal and overspending of each province and centrally run city.
Regarding State budget targets in 2022, the Ministry of Finance and the Ministry of Planning and Investment shall guide ministries, central agencies, and provinces and cities directly under the Central Government, to implement the targets of the State Budget and the Law on Public Investment.
Ministries, central agencies, People's Committees and other relevant organizations are responsible for guiding State budget revenue management and fighting against tax loss, transfer pricing, tax evasion and trade fraud. They will also work to urge tax debt collection, reduce tax arrears; strictly control value-added tax refunds, expand reform tax administrative procedures and strictly comply with regulations on auction when selling, transferring and leasing public property. Finally, they will work on allotting or leasing land in accordance with law, accelerating the equitization and divestment of State capital at enterprises and directing the representative of the State capital to urge enterprises to promptly pay to the State budget proceeds from dividends and profits.
The relevant authorities shall enhance financial discipline and strive to fulfill State budget collection tasks in 2022 at the highest level, as well as raise the responsibility for the head in the management, allocate estimates to the budget users as prescribed and manage State budget spending closely to save recurrent spending.
Ministries and other relevant agencies shall boost staff downsizing, apparatus restructuring, reform management mechanisms, reorganize the system of public service delivery units and will take many other measures, to ensure efficient use of the State budget;
They will continue to implement the specialized financial mechanism prescribed by competent authorities for a number of state administrative agencies, until the salary reform is implemented according to Resolution 27-NQ/TW, dated May 21, 2018.

The Ministry of Finance is assigned to save at least 15% of recurrent expenditures, in addition to salaries, allowances, salary-based contributions and direct human expenses. This is compared to the 2021 estimate for budget-using agencies and units that are applying the specialized financial and income mechanism.
