Administrative procedures through the National Single Window at ports expanded

On the morning of October 12, 2016, at the headquarters of the General Department of Vietnam Customs, the Department of Information Technology and Customs Statistics had a meeting with representatives of relevant Ministries on the plan of expanding the National Single Window (NSW) through seaports, inland waterway ports and offshore oil ports.
Speaking at the meeting, the Deputy Director of the Department of Information Technology and Customs Statistics, Mr. Pham Duyen Phuong said, after gaining positive results of the implementation of the National Single Window at 9 international ports, the Prime Minister signed Decision 34/2016/QD-TTg regulating electronic procedures for ships and boats entering or leaving ports, inland waterway ports, and offshore oil ports through the National Single Window.
The representative of the Department of Information Technology and Customs Statistics said that in order to implement Decision 34/2016/QD-TTg, the Ministries would have to accomplish 4 tasks including: Expanding the National Single Window at the rest of the seaports; building the process for offshore oil ports; officially announcing the implementation of the National Single Window for inland waterway ports; and implementing procedures for water transportation between Vietnam and Cambodia.
Besides, relevant units should build training plans to ensure good preparation for the authorities and the business community.
At the meeting, representatives of the units agreed with the expansion of the National Single Window at the areas mentioned above. However, in order to effectively accomplish the tasks, the functional units should urgently overcome obstacles, especially investment in IT infrastructure.
The Deputy Director of Vietnam Maritime Administration, Mr. Do Duc Tien said, currently, the system of maritime ports had consistency in the internal connecting system, which created favorable conditions for the expansion of the National Single Window in the maritime sector.
"With the information system being connected, training for the authorities and the business community should be implemented to save costs", Mr. Do Duc Tien commented.
According to Decision 34, electronic documents which are declared or presented to the State agencies at ports through the National Single Window can be converted from paper documents if they comply with conditions as follows: The electronic documents have the same content with paper documents; people who make the conversion from paper documents to electronic documents must register digital signatures at the portal of the National Single Window. Paper documents can be converted from electronic documents through the portal of the National Single Window if they comply with the following conditions: First, they must have the same content with electronic documents. Second, there are signs of recognition on paper documents which are converted from electronic documents to be printed from the portal of the National Single Window. The signs of recognition include information on the documents signed by the licensing authorities or the portal of the National Single Window, the name and email address or telephone. The signs of recognition are published by the agency managing the portal of the National Single Window at: https://vnsw.gov.vn. Third, they must include the signature, name and seal of people who make the conversion on paper documents which are converted from electronic documents. Electronic documents have an equal value with paper documents when submitted to the State authorities. People who implement the above procedures must store electronic documents and paper documents under current regulations. |

Until September 30, 2016, there have been 36 administrative procedures implemented through the National Single Window by Ministries, including: the Ministry of Industry and Trade with 4 procedures; the Ministry of Transport with 11 procedures; the Ministry of Science and Technology with 1 procedure; the Ministry of Agriculture and Rural Development with 9 procedures; the Ministry of Natural Resources and Environment with 4 procedures; the Ministry of Culture, Sports and Tourism with 1 procedure; the Ministry of Information & Communications with 1 procedure; and the Ministry of Health with 5 procedures). The total administrative records processed are 175,000 with more than 7,700 enterprises. |
