99.57% of goods automatically managed and supervised in Noi Bai

Accordingly, the results of pilot implementation for 293 flights transporting imported goods showed that only 81 consignments were different from the information on the expected list of loading and unloading, accounting for 0.43% of the goods in warehouses.
The automated inspection rate of the conformity between information on the expected list of loading and unloading and information about goods in warehouses is over 98%, the manual inspection rate is less than 2%.
According to Hanoi Customs, there are customs declarants declaring information of entry aircraft not in accordance with the prescribed time limit. The reason is that airlines, authorized representatives of airlines and issuers of secondary bills of lading have not declared exactly the prescribed time limit (about 5% of goods in warehouses have not been declared in accordance with the prescribed time limit), it is mainly because that the issuer of the second bill of lading conduct separation of bill of lading have not declared on time prescribed.
There is still a psychology of pilot declarations, so it has not fully complied with the prescribed time limit. Sanctions against administrative violations in the field of customs for acts of declaring customs dossiers of aircraft on exit, entry or in transit not in accordance with the prescribed time limit are not deterrent enough.
Some reasons making 81 consignments not verified by the system because the information of goods in warehouses does not match the information on the expected list of loading and unloading, including: due to goods transferred to Noi Bai international airport; due to the incorrect declaration of the number of packages compared to the actual amount of goods in warehouses but failure to declare amendments as prescribed; due to lack of FHL telegraph announcement (lack of secondary bill of lading) but failure to declare additions.
In preparation for the official implementation of the National Single Window and the Automated System for Seaport Management and Supervision at Noi Bai International Airport, Hanoi Customs Department has developed a plan and assigned specific tasks to attached units and proposed the General Department of Customs to issue a decision to officially implement the National Single Window and the Automated System for Seaport Management and Supervision at Noi Bai airport.

In addition, the General Department issues documents guiding procedures such as: the process of handling declaration of amendments and additions to the bill of lading and approval of amendments and additions; procedures for instructing customs officers to check and exploit information on the system for each consignment from going into warehouses until going out customs supervision area; specific instructions on warehouse enterprises proposing to destroy information of goods in and out warehouses; and instructions for handling cases when the system experiences a problem or interruption.
In addition, sanctions on administrative violations for specific cases must be added.
