11 Ministries urged to amend documents on specialized inspections

Earlier, in November 2016, the Ministry of Finance actively collaborated with a number of specialized units to review legal documents related to the management of specialized inspections and specialized inspections for imported and exported goods.
According to Government Resolution 19-2016/NQ-CP and the Prime Minister’s Decision 2026/QD-TTg, the Ministry of Finance said that there were 76 groups of legal documents related to the management of specialized inspections and specialized inspections for imported and exported goods to be amended and supplemented.
In particular, the Ministry of Agriculture and Rural Development has 28 legal documents to be amended and supplemented; the Ministry of Industry and Trade has 12 legal documents to be amended and supplemented; the Ministry of Health has 9 legal documents to be amended and supplemented; the Ministry of Transport has 7 legal documents to be amended and supplemented; The Ministry of Science and Technology has 6 legal documents to be amended and supplemented; the Ministry of Construction has 4 legal documents to be amended and supplemented; the Ministry of Information and Communications has 3 legal documents to be amended and supplemented; the Ministry of Natural Resources and Environment, the Ministry of Public Security and the Ministry of Defense also have 2 legal documents to be amended and supplemented; and the Ministry of Culture, Sports and Tourism has only 1 document to be amended and supplemented.
The proposals of the Ministry of Finance have mostly focused on strengthening the application of risk management (exemption, reduction of inspections and the certificate of exporters), promoting the issue of list of goods subject to specialized inspections with HS code in accordance with the list of imported and exported goods in 2015 in the Ministry of Finance’s Circular 103/2015/TT-BTC.

In recent years, the Ministry of Finance (the General Department of Vietnam Customs) has regularly coordinated with relevant Ministries to implement Government Resolution 19/NQ-CP and the Prime Minister’s Decision 2026/QD-TTg, which focused on amending and supplementing many legal documents and laws on specialized management and specialized inspections to reform administrative procedures, reducing the time of Customs clearance.
