Vietnam’s special preferential import tariff schedule and the Eurasian Economic Union
Together with this Decree, is Vietnam’s special preferential import tariff schedule (called VN-EAEU FTA tax rate) and the List of goods applied import tax rate under the regulations on quotas in Vietnam to implement the Free Trade Agreement among the Socialist republic of Vietnam and the Eurasian Economic Union and the contracting parties for 2016-2018.
Accordingly, imported goods which can apply the VN- EAEU FTA tax rate must be regulated under the Special preferential import tariff schedule which was enclosed with the Decree.
Furthermore, the goods must be imported into Vietnam from the countries which are members of the Free Trade Agreement signed by the Socialist republic of Vietnam and Eurasian Economic Union and its member states including: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russian Federation and other member countries of the Eurasian Economic Union (as defined in Article 15.2 of this Agreement), and Vietnam (goods from non-tariff areas to the domestic market).

Besides, the goods must be transported directly from the above exporting country to Vietnam, which is regulated by the Ministry of Industry and Trade.
Lastly, the goods can apply the special preferential import tariff schedule when they meet the regulations of origin in the Free Trade Agreement among Vietnam and the Eurasian Economic Union and its member states, with the Certificate of Origin form EAV issued by the Ministry of Industry and Trade.
