Focusing on guiding tax settlement

From early March, the Tax sector has mobilized tax officers to support taxpayers to review dossiers, declare and complete procedures for the finalization of corporate and personal income tax by using multiple support channels and methods to ensure that taxpayers can access information and receive support in the best way.

The websites of the General Department of Taxation and the 63 local tax departments are the official channels for taxpayers to look up information, and search legal documents on tax and specific guidelines of tax authorities at all levels. In addition, each tax authority will have its own accounts and fanpages opened on social networking sites Facebook, Zalo, Youtube to provide detailed information for each group of taxpayers. In addition, the General Department of Taxation will organize an online program to guide tax finalization in 2022 on the tax sector’s websites in the middle of March 2023.

Not only at the General Department of Taxation, but local tax departments, from the beginning of February 2023, have sent invitations and written confirmation of the need for taxpayers' support to summarize the contents and issues that need to be assisted.

Tax departments have both held dialogues with taxpayers and posted questions and answers to guide taxpayers to make tax finalization on their websites.

Deputy Director of Hanoi Tax Department Nguyen Tien Truong said that following the national digital transformation program, in 2023, the Hanoi Tax Department has strengthened dissemination and guided taxpayers to register an online account with the Tax authority and make an online tax payment. This helps taxpayers to make tax finalization easily and conveniently, saving time and travel costs. Accordingly, taxpayers can make and submit electronic tax declarations and make electronic tax payments through the eTax Mobile application.

Currently, the Hanoi Tax Department has assigned a plan to each tax unit and branch to implement a program on guiding taxpayers to register, install and use the eTax Mobile application on mobile devices. Further, the Hanoi Tax Department has assigned targets to each officer to list the number of taxpayers who are required to make tax settlements and refund by themselves and the number of taxpayers who have not got an electronic tax transaction account to offer appropriate solutions.

Mr. Nguyen Tien Truong affirmed that, in the tax finalization season in 2022, the Hanoi Tax Department strives for the number of individuals to submit tax finalization documents reach over 90%, and individuals pay taxes electronically through the eTax Mobile application.

Electronic transaction method should be used

For favorable tax finalization, the General Department of Taxation recommends that taxpayers should use the electronic transaction method to complete tax finalization procedures, which is both convenient and transparent about the responsibilities and obligations of the stakeholders.

Taxpayers should also take the initiative to submit tax finalization documents early, avoiding accumulation on the last days of the submission deadline because of possible network congestion and late submission. After submitting the application, taxpayers should use the search tool on the applications provided by the tax authorities to know whether the tax finalization obligation has been fulfilled or not, to avoid errors caused by not tracking, and accessing information that the tax authority has notified and provided.

Currently, the tax authority is effectively operating a system of 479 information channels to support and solve problems in the implementation of tax procedures. If there are any problems, taxpayers can send a request for support through this system. According to statistics, every day, tax authorities at all levels usually receive more than 30 questions that are answered in a timely manner.

The General Department of Taxation also said that in 2023, to expand the electronic tax declaration and payment service for individuals nationwide, support taxpayers with electronic transactions with the tax authority and facilitate taxpayers in personal income tax finalization, the General Department of Taxation has launched applications to support individuals to declare and pay taxes online. Typically, the Tax Declaration Support (abbreviated as HTKK in Vietnamese) application helps individuals declare personal income tax and export declarations to submit online; the iCanhan application helps individuals declare tax online and send tax declaration dossiers to tax authorities online, or send tax declarations online; eTax Mobile application on smart mobile devices (phones) helps individuals look up a lot of information (tax registration, dependent registration, salary income, wages of employees at income-paying organizations) and pay taxes online.

All of the above applications are free for taxpayers. Moreover, if using these applications, taxpayers will be supported to correctly and fully declare each criterion on the declaration, assisted in the calculation and determination of the tax payable according to regulations. Thereby, the taxpayer can conduct electronic transactions with the Tax authorities anytime, anywhere, helping taxpayers and tax authorities save time and costs of law compliance.
