Bringing all activities of the Tax agency to the digital environment

In 2023, the Taxation marks a big step forward in the process of digitally transforming in tax management. This is the year the Taxation implemented many key and breakthrough contents in modernization work such as: deploying the Business Household Digital Map; put into operation a database analysis and electronic invoice management system based on big data analysis and artificial intelligence (AI); implementing digitalization of tax management for e-commerce activities, doing business on digital platforms and expanding the e-invoice program from cash registers, using e-invoices for petroleum business and retail activities

Notably, following 2 consecutive years (2021-2022), the General Department of Taxation was honored by the Ministry of Information and Communications as a leading unit in digital transformation. In 2023, the General Department of Taxation continues to be honored "VAT tax declaration service for deduction method in production and business activities" by the Ministry of Information and Media. This is one of four excellent online public services that best meets the criteria of "all-process" and "all-people". In particular, with the selection of 19 information technology applications in tax management which are researched and developed by tax departments themselves to deploy and expand nationwide, it has shown the goal of comprehensive digital transformation of the Ministry of Finance and the Government is being concretized by the Taxation through the application of IT to management work.

According to Deputy Director General of the General Department of Taxation Dang Ngoc Minh, implementing the national digital transformation program to 2025, with a vision to 2030 approved by the Government in Decision No. 749/QD-TTg in 2020, the Taxation has overall and comprehensive change in the way of working, bringing all activities of the Tax agency to the digital environment, innovating the operating model, changing the way of providing services based on digital technology and digital data. With the strategic goal of providing electronic services and support tools to people and businesses to help them participate in the digital transformation process, the Taxation has made efforts to reform administrative procedures, digitally transforming tax management at the Tax agency, developing applications to serve people and businesses.

“With the motto of taking people and businesses as the service center, the Taxation has been implementing many projects and tasks of applying IT in tax management and comprehensive digital transformation. The application of IT has contributed to building a modern Tax industry that operates effectively and efficiently and successfully implements administrative procedure reform programs and plans, which recognized and appreciated by organizations, businesses and individuals. and the whole society", Deputy Director General of the General Department of Taxation Dang Ngoc Minh emphasized.

Taking people and businesses as the center

Ms. Nguyen Thi Cuc, Chairman of the Vietnam Tax Consulting Association, said that not only did it help people and businesses benefit, digital transformation also helped the management of the Taxation to be more tightly guaranteed, avoid loss of budget revenue. Taking the example from the results of the Electronic Information Portal for foreign suppliers of the General Department of Taxation, up to now, there had been more than 74 suppliers declaring and paying taxes. This was the effectiveness of digital transformation, bringing convenience to people and businesses and improving the efficiency of tax management. According to a representative of the Tax Consulting Association, the digital transformation work of the Taxation had left a lot of impressions in recent times, of which was the implementation of e-invoices, helping to save costs for the whole society.

According to Mr. Nguyen Bac Ha, Head of Membership and Training Department, Vietnam Confederation of Commerce and Industry (VCCI), in recent times, facing difficulties and problems of businesses, the Taxation had always closely accompanied and coordinated to resolve arising difficulties, thereby gradually making transparent and simplifying tax administrative procedures, supporting businesses to overcome difficulties and challenges.

Emphasizing that digital transformation was a revolution for the entire people and was only truly successful when each person actively participated and enjoyed the benefits that digital transformation brought, Deputy Director General of the General Department of Taxation Dang Ngoc Minh said that in order to achieve the set goals, the Taxation determined its IT development solutions in the period 2021-2025 in the direction of integration, concentration, taking people and businesses as the center, meeting the requirements of e-government, towards digital government.

Accordingly, the Taxation aims to develop an integrated, centralized, transparent and effective IT system, increasing work processing speed, reducing operating costs as well as ensuring uniformity and efficiency of state management; providing digital tax services and electronic data to facilitate taxpayers, contributing to improving Vietnam's ranking in terms of tax simplicity and convenience; applying new technological achievements in accordance with international standards to automatically handle tax management processes; Developing IT technical infrastructure, advanced, modern, and synchronous equipment, ensuring continuous operation, efficiency, information safety and data security.

“In the coming period, with the strong development of the Industrial Revolution 4.0, the Taxation will have many opportunities and challenges for development. Therefore, to achieve the success of digital transformation, the Tax industry needs to deploy many projects and tasks to apply IT in tax management and comprehensive digital transformation, including building a base warehouse. tax data and data analysis and risk management system development; expand electronic tax services; chatbots supporting taxpayers; expand the map of business households and individuals; building safety and security technical infrastructure according to the orientation of digital transformation", said Mr. Dang Ngoc Minh.
