The risk of corruption should be prevented from the period of making the law

What do you think about the results of anti-corruption work?

- According to data released by Transparency International, Vietnam's perceptions of corruption index in recent years has increased significantly, from 31/100 points in 2012 until 2015. But by 2019, Vietnam has achieved 37/100 points, ranking 96 out of 180 countries and territories in the global ranking, moving up 21 spots in the rankings compared to 2018. This is the highest score that Transparency International has assessed for Vietnam and is the year with the highest rate ever.

Corruption is gradually being curbed, prevented and repelled, contributing to maintaining political stability and the business investment environment. The institution of anti-corruption and socio-economic management has been gradually improved.

The work of inspection and audit is directed drastically, closely and promptly.

Besides, the investigation, prosecution and adjudication of corruption cases is conducted drastically. Many particularly serious and complicated corruption cases have been investigated and handled strictly and publicly in accordance with the law.

Besides the achievements, what do you think about the current limitations in the prevention and fight against corruption?

- The anti-corruption task still has some limitations, such as ineffective propaganda and education on anti-corruption laws; a number of mechanisms and policies are still inadequate and inconsistent withreality. Corruption cases have been discovered and handled not commensurate with the current situation. In addition, law enforcement is sometimes not strict; self-detection and handling of corruption have not met the requirements.

What are the key solutions that can help the anti-corruption taskimprove in the future?

-Firstly, it is necessary to focus on fostering and improving the qualifications of communicators in anti-corruption work; continuing to renew the propaganda and education of anti-corruption laws to all subjects, especially people and the non-state sector.

Secondly, reviewing, amending, supplementing and completing legal mechanisms and policies, including effective solutions, strictly controlling the formulation of legal policies in order to prevent risks of corruption arisingfrom the process of making legal policies.

Thirdly, improve the effectiveness of the inspection of the head and the self-inspection of agencies and units for the observance of the law; the implementation of public duties of cadres, civil servants and public employees in order to promptly detect, prevent and handle acts of corruption in the units.

I think that it is necessary to raise the spirit of criticism and self-criticism, concretize professional ethical standards, public ethics and promote the pioneering and exemplary character of each officer and party member in agencies and units.

Fourthly, effectively implement regulations on controlling assets and incomes of persons with position and power, especially objects that must be declared and publicized; managing, examining and verifying the accountability declarations; handle the behavior of untruthful declarations of assets and income, explaining the origin of the assets.
