The Ministry of Industry and Trade has issued Circular 08/2017 / TT-BCT on price registration, declaration of prices of milk and supplementary food for children under 6 years old.
Accordingly, the subjects of this Circular include dairy traders, functional foods for children under 6; and State management agencies in charge of price management. Price registration applicants are traders who produce, import milk and register prices with competent State agencies according to the provisions of this Circular during the time of price stabilization by the State.
This Circular stipulates that retail prices of traders must be listed and not exceed the registered retail price. The recommended retail price is the basis for the agency to receive the price registration and the competent State authorities to perform the State management of prices. Traders producing and importing dairy products may register the recommended retail prices for a particular geographic area.
As for the price registration, the traders shall make a price registration form and send it to the competent State agency in one of the following forms: direct delivery, dispatch via letter, and by mail.
Periodically on 1st July 2017 every year, the Ministry of Industry and Trade must review the list of traders who register price and notice the adjustment of this list. Provincial People's Committees shall publicize the list of traders conducting price registration in the localities, except for traders on the list announced by the Ministry of Industry and Trade.

Periodically on 1st July 2017 every year or in unexpected cases, the provincial People's Committee shall review and notify the adjustment of the list of traders registering the price of milk in the province. Traders producing and importing dairy products shall register the recommended retail prices and have to promptly notify the registered retail prices in the system of distributing their products.
