Enterprises actively seek investment location

Decision No. 767 / QD-BGTVT dated 17/4/2018 has cut out a series of regulations on business conditions for the field of motorized vehicle registration. One of the most remarkable points in the reduction and simplification of regulations related to the condition of motor vehicle inspection service business that is highly appreciated by the enterprises, is cutting the conditions of setting up a registry unit in line with the overall planning of the network of inspection units and inspection chains.

According to many registry enterprises’s opinion, the abandonment of this condition, enterprises do not have to depend on the planning to invest in establishing centers for registration. Enterprises that have the resources and grounds, can invest in 1-2 registration centers. It makes it easy for people to choose the registration center that suits them best.

Mr. Pham Dinh Hoa, representative of Cao Bang Registration Company Limited, said that the abandonment of regulations will help businesses investing in the field of registration to save time and fees for unnecessary procedures. Businesses can invest in a suitable place without relying on local planning, which will help registered businesses feel "lightweight".

Removing series of “fix conditions”

The Ministry of Transport has not only reduced the conditions related to the establishment of registry units, but also cut out many "fix" conditions related to motor vehicle inspection services.

Specifically, the Ministry of Transport has reduced the condition of the registry units to have an office and waiting rooms for drivers and car makers, to ensure the autonomy of enterprises in improving quality of service.

At the same time, the Ministry of Transport also cut down the conditions related to the road system for motorized vehicles to the inspection workshop, the internal roads, the pavement width not less than 3m, the parking lot must be covered in asphalt or cement concrete, because these are not dangerous conditions. In order to improve the quality of services, enterprises will have to implement them themselves.

Mr. Phan Dinh Tham, Bach Viet Registering Co., Ltd., said that the removal of detailed requirements is appropriate to the actual situation of the registration activities, helping enterprises to actively implement.

"The detailed regulations such as: Checking equipment before putting in use and in use must be calibrated and accredited according to regulations; The registration unit must archive inspection data according to the regulations of the Ministry of Communications and Transport; Registered enterprises must have office equipment and a system for receiving information by telephone, website or through online public services for the qualifying information before registering vehicle owners ... under the management of enterprises, there is no need to regulate as the business will have to implement to serve their activities and improve the quality of customer service," added Mr. Tham.

Another regulation reduced this time is the requirement that the registry unit must have equipment for fire prevention and fighting, protection, labor safety and environmental sanitation in accordance with the law that is very necessary according to many enterprises‘ opinions. Because this regulation is a lawful activity to comply with the law of fire and explosion that all businesses must comply. According to Mr. Hoa, the reduction of these conditions is practical because they have to calculate and combine the functions to serve the operation of the center. "Cutting down these conditions will help businesses increase their autonomy, reduce procedures and costs for businesses," Mr Hoa emphasized.
