The Ministry of Industry and Trade explains 8 “hot” issues

Mr. Mai Tien Dung, the Minister-Chairman of the Government Office, Head of the Working Group of the Prime Minister said that the Ministry of Industry and Trade has played an important role in advising the Government in many areas, including policies, macroeconomic issues, strategies for heavy industry, power, petroleum, import and export, market expansion, trade agreements and the development of investment in domestic and foreign market.

However, the Prime Minister assigned the Working Group to clarify 8 problems of the Ministry of Trade to report to the Prime Minister.

8 big problems to solve

Firstly, regarding organizational structure, the Prime Minister has assigned the Ministry of Industry and Trade to restructure, reorganize and downsize. Currently, the Ministry of Industry and Trade has 30 departments, 32 universities and colleges, 11 groups and corporations, with a great number of officials, civil servants and employees.

Recently, the authorities have also checked the use, promotion, transfer, rotation of officials in the Ministry of Industry and Trade. The fact shows that there are several problems with the promotion and rotation of officials in the Ministry.

For the appointment of officials to commercial counsellors abroad, Mr. Mai Tien Dung noted that the Ministry of Industry and Trade should select qualified staff. "The appointment of a driver to be a commercial counsellor, for example, should be considered seriously. We should not use improper individuals for such important positions", Mr. Mai Tien Dung stressed.

The second problem which is of much public concern is that the inefficient operations of State groups and corporations, and how to verify procedures in the case where these corporations are in loss or operate ineffectively.

The third problem is the construction of policies and the brand of the domestic retail market with a high quality to deal with foreign goods.

The fourth problem is the equitisation and divestment of State enterprises that the Government should not hold and manage. "The Prime Minister said the Government should not sell beer and milk. Therefore, the Government should attract capital and foreign resources for the sectors and enterprises which the Government no longer holds", Mr. Mai Tien Dung stressed.

The Ministry of Industry and Trade currently put Hanoi Beer and Saigon Beer into the stock market, but the roadmap of divestment should be implemented as soon as possible.

The fifth problem is that the Ministry of Industry and Trade should continue to promote the reform, and amendment of institutions to create favourable conditions for production and business activities, particularly supporting start-up enterprises, and small and medium-sized enterprises.

The sixth problem is that the Prime Minister has requested the Ministry of Industry and Trade to focus on market management, anti-counterfeiting, and anti-commercial fraud. Recently, the Minister of Industry and Trade has actively and drastically handled issues related to Multi-Level Marketing activities.

The seventh problem is related to thermal power plants and hydroelectric power plants. The Prime Minister noted that the Ministry of Industry and Trade should focus on developing hydroelectric power, especially in the light of the environmental pollution from Vinh Tan thermal power plants and Formosa.

The eighth problem is the construction of an energy development strategy. The Prime Minister affirmed that the Government would resolve the lack of electricity in the South of Vietnam for production and business activities of enterprises, as well as industrialization and modernization of the country.

Seriously implement

Explaining the above issues, Mr. Tran Tuan Anh, the Minister of Industry and Trade admitted that shortcomings in the work of official appointments is an unforgettable lesson. In recent years, a series of operations have been reviewed by the Ministry of Industry and Trade to report to the Central Inspection Commission.

Regarding a driver who was appointed as commercial counsellor, Mr. Tran Tuan Anh affirmed that: "There were no cases like this in the Ministry of Industry and Trade" and the Ministry of Industry and Trade will restructure the organizational.

Regarding inefficient projects, Mr. Tran Tuan Anh said that he directed to fully review the implementation of these projects and report to the National Assembly. However, this situation can not be resolved in a short time because the situation has occurred for 10-15 years.

"A series of major principles are proposed to the Government but the Ministry of Industry and Trade is not hurrying because the Ministry wants to sell at the highest price. We will report to the Prime Minister to take specific decisions and review the roadmap", Mr. Tran Tuan Anh said.

Many other issues which were outlined by the Working Group such as policies, start-up business, industrial support, the automotive industry, environmental issues, and hydroelectric power were noted by the Minister of Industry and Trade to solve.

Mr. Tran Tuan Anh also acknowledged that the Ministry delayed 13 tasks but it would handle as soon as possible . However, the spirit of the Industry and Trade Ministry is serious to build discipline in accordance with the spirit of the Government.
