VCN- Currently, the Ministry of Finance has provided 180 public services at level 4 meaning that the filling, sending and receiving of dossiers and payment of taxes, charges, and fees completely on the internet, without direct contact.

According to the latest statistics of the Ministry of Finance, by the first half of September 2016, total administrative procedures which the Ministry has implemented providing online public services is 906 procedures. Including 469 online public services level at 1; 343 online public services at level 2; 105 online public services at level 3 and 180 online public services at level 4.

Particularly, in the total of 168 administrative procedures which the General Department of Customs has implemented in providing online public services, there have been 58 online public services at level 1; 37 online public services at level 2; 1 online public service at level 3, and 72 online public services at level 4.

In the period from now to 2017, the Ministry of Finance expects to provide more than 237 online public services at level 3 and 121 online public services at level 4 mostly services implemented by the General Department of Customs.

Related to this content, the Ministry of Finance said that the State Treasury built electronic public services to control spending of the State budget on the internet and carried out in 5 State cities before April 1, 2016 and assessed them.

In the future, the Ministry of Finance continues to expand implementing 3 online public services to control spending of State budget nation-wide in 2017 and 2018.

Specifically, in 2017 building the Circular to replace the Minister of Finance’s Decision 2704/QD-BTC as the basis for the units which use the State budget, investors, and units under the State Treasury to organize and implement in the expanded period in quarter 2; training the process and guiding users online public service nation-wide; expanding more units using new sources of State budget in 5 provincial treasuries which implemented the pilot in quarter 3.

In 2018, the Ministry of Finance will continue to support the units that use public services which have been expanding; implement public services for the State Treasury of province and district level nation-wide eligible to joint public services. This issue will be implemented in the first quarter of 2017.

4 levels of online public services:

Level 1: is service ensured to provide full information of processes, procedures, dossiers, deadlines, fees and charges to perform the service.

Level 2: is online public services at level 1 and allows users to dowload the form of the documents and declaration to complete the dossier as required. After completing the dossiers they can be directly sent or through the post to the authorities, organizations that provide the service.

Level 3: is online public services at level 2 and allows the users to fill and directly send the form of documents to the authorities, organizations that provides the service. The transactions in the process of handling the dossiers and providing the service are implemented on the internet. The payment of fees (if any) and receiving of the result are directly implemented at the authorities, and organizations that provide the service.

Level 4: is online public services at level 3 and allows users to pay fees (if any) on the internet. The results are online or directly sent via post to the users.
