VCN – Thanks to effective cooperation with units inside and outside the Finance industry, the efficiency of inspections and examinations has been improved, thereby directly serving the financial and budget management of the Ministry of Finance.

Focusing on targeting inspection

According to the report of the Inspectorate of the Ministry of Finance, in the first half of the year, the Inspectorate and relevant inspection units arranged resources and implemented random inspections, followed the direction of the Government and the Finance industry, and advised the leaders of the Ministry to direct affiliated units to strictly comply with regulations on inspection process; promoted the application of information technology in inspection and examination; actively exchanged information and coordinated with relevant agencies; focused on targeting inspection and management of the Finance industry; applied the risk management mechanism in inspection and examination.

In the first six months of 2024, the Inspectorate t of Ministry of Finance and specialized inspection units conducted 31,195 inspections; checked 380,146 tax declaration dossiers at the Tax office, 580 post-clearance audit dossiers; proposed fines worth VND50,034 billion, including VND8,679 billion paid to the State budget and VND1,771 billion of administrative violation fine. The Ministry collected VND6,124 billion.

According to the assessment of inspection and examination, the units have fully implemented the regulations on supervision for operation of inspection teams; the supervision teams have complied with regulations and performed effectively, improving the compliance with the law. Inspection teams have strictly abided by regulations on order and procedures and met the approved time and plan; members of the inspection and examination team have strictly complied with discipline and regulations; focused on targeting content of inspection and examination and completed on schedule.

Furthermore, the compliance with the provisions of law on inspection has been improved. Inspection officers have abided by the provisions of law and have been responsible before the law for performing their assigned tasks; have not taken advantage of the working position and inspection powers to commit illegal acts to cause difficulties or troubles for inspected subjects, or cover up inspected subjects.

The units have implemented the appraisal of draft inspection conclusions in line with regulations. Through inspections, the inspection units have strictly handled violations in budget and financial management; and proposed amendments and supplements to policies on financial management for industries and fields.

Urging implementation of recommendations and handling post-inspection

Chief of Inspectorate of the Ministry of Finance Tran Huy Truong said that in the second half of the year, the tasks still face difficulties, so he requested all officers to focus on implementing inspections and improving efficiency of inspections.

The Inspectorate of the Ministry of Finance will closely follow the directions and effectively deploy the approved 2024 financial inspection and examination plan; ensure backup forces for random inspections. Inspections will ensure compliance with the provisions of the Law on Inspection and the guiding Circular of the Government Inspectorate.

At the same time, the Ministry will supervise the activities of the inspection team, evaluate the draft inspection conclusions in accordance with regulations to prevent and strictly handle negative cases during the inspection and examination, ensuring the accuracy of inspection conclusions. Inspection units need to strengthen monitoring and urge the implementation of recommendations and decisions on post-inspection handling, clarify the reasons for slow implementation or ineffective implementation, and propose solutions to promptly handle problems arising during the inspection process.

The Inspectorate of the Ministry of Finance and specialized inspection units need to actively build plans and adjust inspection and examination plans in line with the reality, closely follow the policies and orientations of the Government and the Ministry and the inspection and examination plans of the Government Inspectorate to direct specialized inspection units in performing inspections, contributing to increasing the state revenue; direct agencies and units under the Ministry to implement anti-corruption…

Notably, the Inspectorate of the Ministry of Finance said that it will strengthen coordination and information exchange between units in the Finance industry and relevant agencies such as Police, Court, the State Audit, the State Bank... to early detect violations in financial management, asset management, and fulfillment of obligations to the state budget to prevent and handle promptly.
