Preventing "petty corruption" in the finance industry

Strictly follow the code of conduct of the officer

The Ministry of Finance has just released a report on anti-corruption work in 2022. From the beginning of 2022, the Party Civil Affairs Committee of the Ministry of Finance directed heads of agencies, organizations and units of the Ministry of Finance to cooperate with Party committees at all levels in the unit, to thoroughly understand and strictly implement the conclusions of the General Secretary and Head of the Central Steering Committee on anti-corruption, strengthen the implementation of measures to detect and handle the situation of "petty corruption", while also speeding up the assessment and valuation of assets, and provide documents at the request of investigation agencies for economic corruption cases.

According to the Ministry of Finance, by the end of August, the entire Finance sector has conducted inspections on implementing the code of conduct of officials and civil servants at 1,284 units. In particular, 1,124 units of the General Department of Taxation, 154 units of the State Treasury, and six units of the General Department of State Reserve. As a result, cadres and civil servants strictly abide by the regulations in task performance and do not have a bossy attitude that causes trouble for the unit.

Along with that, the Ministry of Finance has rotated, transferred and changed working positions for 9,922 people, of which the Ministry of Finance has done for 148 people; the General Department of Vietnam Customs is 2,372 people; the General Department of Taxation is 5,756 people; State Treasury is 1,608 people; General Department of State Reserve is 38 people.

Inspectorate of the Ministry of Finance and units with specialized inspection functions have carried out 75,622 cases of inspections and examinations; inspected 1.1 million tax dossiers at the tax office. In particular, arresting 13,886 cases through an anti-smuggling investigation. From there, it is recommended to handle more than VND 50 trillion in finance, recovering and paying to the state budget of VND13.3 trillion; proposing to reduce the estimate, reduce the settlement payment, reduce loss, reduce deduction of VND36.7 trillion; sanctioning administrative violations VND2.6 trillion. As a result, the inspected units must pay more than VND 9.8 trillion to the state budget.

Resolutely reduce administrative procedures

Since the beginning of the year, the Ministry of Finance has issued four decisions announcing the abolition of 22 administrative procedures, amending, supplementing and replacing 45 administrative procedures; announced three new administrative procedures in the fields of customs, tax and finance and banking.

As of July 29, 2022, the total number of valid administrative procedures of the Ministry of Finance is 821, including 234 administrative procedures in the tax area. In addition, the customs field is 250 administrative procedures; the State Treasury field is 11 administrative procedures; the reserve field is seven administrative procedures; the securities sector is 104 administrative procedures; the general financial sector is 215.

The Single Window Division of the Ministry of Finance has received 555 administrative procedures dossiers in 05 fields (insurance, accounting - auditing, informatics, banking and finance and pricing). In particular, 410 dossiers have been returned to individuals and organizations, 145 dossiers are processed, and no dossiers are overdue.

Implementing Resolution No. 68/NQ-CP dated May 12, 2020, of the Government, promulgating the program to reduce and simplify regulations related to business activities in the period of 2020 - 2025, the Ministry of Finance has issued a Document No. 4904/BTC-VP dated May 30, 2022, sent to consult ministries and local authorities on the draft Decision of the Prime Minister approving the plan to reduce and simplify regulations related to business activities under the management of the Ministry of Finance. Accordingly, it is expected to propose reducing and simplifying 195 out of 1,256 regulations, reaching 15.5% at the request of the Government and the prime minister's request.

The Ministry of Finance also has electronicist the periodical reporting regime for the 2021-2022 period, including 230 reporting modes, reaching the rate of 79.31%, exceeding 20% of the requirement in Resolution No. 17 /NQ-CP dated March 7, 2019, of the Government.
