The Director General chairs the conference on deployment of the project on management and supervision of goods at seaports

VCN- In the morning of October 11th, at the port of Cai Lai - HCMC, General Director of Customs Nguyen Van Can host the conference implementation of the project management and supervision of cargo at seaports according to Article 41 Laws of Customs and Plan No. 4098/KH-TCHQ dated 21st June, 2017 for warehouses, yards and ports business enterprises in Ho Chi Minh City and Ba Ria-Vung Tau.

Attending the meeting was Deputy General Director of Customs Vu Ngoc Anh; Representing a number of departments and bureaus under the General Department of Customs; Customs Department of Ho Chi Minh City; Ba Ria-Vung Tau Customs Department and 24 warehouses and ports representing dozens of enterprises in Ho Chi Minh City and Ba Ria-Vung Tau.

Speaking at the meeting, General Director Nguyen Van Can said that, to create favorable conditions for trade, the Customs has planned training and guidance for enterprises to develop management programs to connect and be compatible with the customs. Project management and supervision of goods at seaports and airports under Article 41 of the Customs Law and Plan No. 4098/KH-TCHQ dated 21st June 2007 of the General Department of Customs being implemented at Hai Phong Customs Department. Expected on 1st January 2018 will apply in the southern seaport, the focus is Ho Chi Minh City and Ba Ria - Vung Tau.

According to the Director-General, this is not a new proposal, which is regulated by the Customs Law, in the Government Decree. However, the implementation has not been coordinated and not yet implemented to the management agencies under the Customs Law. In that spirit, the Customs has considered businesses as partners of Customs, as a companion of Customs; At the same time, according to the provisions of the Customs Law, the criminal procedure law etc., enterprises are subject to the management of the Customs.

The customs office shall coordinate with its partners and stakeholders to promote the compliance and transparency of the electronic exchange of information and the transparency of the management. The duties of customs and international practice are transferred from pre-inspection to post-inspection, managed on the basis of risk assessment. At present, the companies dealing in warehouses, yards, ports, especially Sai Gon New Port Corporation have advanced management programs in the world. However, not connected, not synchronously processed with the customs.

Reporting to the delegation on the preparation of implementation of this project, representatives of the Customs Department of Ho Chi Minh City said that the unit has deployed three jobs, including the establishment of a steering committee to deploy the project, assigning tasks to members; Reviewing the status of IT, assessing the current state of IT of customs departments and participating enterprises; Develop a plan to implement this project.

At the meeting, the leaders of the Department of Customs Information and Statistics, the Customs Management Supervision Bureau briefly introduced the contents that customs offices will deploy in the southern seaports.

At the conference, representatives of enterprises have commented, exchanged many contents related to the coordination with the customs authorities in the monitoring of export goods. Most of the opinions of enterprises are highly appreciated in the implementation project of customs, this is the right policy and trend inevitably suitable with the development of the economy. Therefore, businesses sympathized, highly agreed and committed to accompanying the customs office to deploy the project of the General Department of Customs.

At the end of the conference, General Director Nguyen Van Can highly appreciate and noted the firm commitment of the enterprise in the implementation of the project of the Customs to improve management efficiency, help shorten the clearance time for goods in the ports of Ho Chi Minh City and Ba Ria-Vung Tau. The customs and businesses have been aware and determined to organize the legal provisions, bring benefits to promote the development of import-export activities, develop the economy. Customs will take the initiative to implement the preparation, support enterprises. In the coming week, the General Department of Customs will provide detailed guidance on the implementation of this plan, assigning specific tasks to enterprises and customs. At the same time, the Decision on the establishment of a working group consists of members from the General Department level, departments, local customs, and enterprises to implement.

After this conference, when customs offices and enterprises dealing in warehouses, yards and ports have understood and thoroughly understood each other, it must be resolved to deploy effectively. "The working group of the customs office directly coordinates with the port business enterprises, warehouses, yards and related units to quickly resolve, solve problems, difficulties arise, not to disturb mixed or difficult for businesses during customs procedures when implementing this project " - General Director emphasized.
