Accordingly, the General Department of Taxation stipulates that the organization of the tax authority shall be in line with new decisions. Implementing Decision 41/2018/QD-TTg, the General Department of Taxation will not organise division level under department, thereby, dissolving 27 focal points at division level, equivalent to a reduction of 27 heads of divisions and 56 deputy heads of divisions.
For Tax branches, tax authorities at all levels have arranged and reduced intermediary focal points. Specifically, tax departments have completed the arrangement of organizational apparatus according to new decisions and reduced 63 focal points at division level equivalent to a reduction of 63 heads of divisions.
For Tax departments, the General Department of Taxation has directed the arrangement of organizational apparatus under the new model. It is expected to reduce 30% team level (about 1,500 teams) equivalent to a reduction of 1,500 team leaders.
Implementing Decision No. 520/QD-BTC, in 2018, the General Department of Taxation has piloted the establishment of regional tax branches insixprovincesincluding Quang Ninh, Hai Duong, Yen Bai, Quang Ngai, Lam Dong and Ca Mau. Accordingly, it merged 34 tax branches to establish six regional tax branches, and reduced 18 tax branches to 693 district tax branches.
As of June 12, 2019, the General Department of Taxation has submitted to the Ministry of Finance’s leaders for arranging and merging 160 tax branches under 25 tax departments to establish 76 regional tax branches, reducing 84 tax branches. The 25 tax departments includes: Da Nang, Dak Lak, Ha Nam, Hung Yen, Lang Son, Ninh Thuan, Soc Trang, Thai Nguyen, Thua Thien Hue, An Giang, Bac Can, Dien Bien, Hanoi, Hau Giang, Khanh Hoa, Son La, Quang Ngai, Long An, Phu Tho, Quang Binh, Kon Tum, Tien Giang, Phu Yen, Nghe An and Lam Dong.
As a result, the General Department of Taxation has implemented decisions of the Ministry of Finance at 31 localities; arranged and merged 194 tax branches to establish 92 regional tax branches, reducing 102 tax branches to 609 tax branches.
According to the General Department of Taxation, in the future, it will continue to review and submit to the Ministry of Finance the scheme on establishing the regional tax branches of the remaining tax departments according to the approved plan, with a goal of arranging and merging about 548 tax branches of districts, towns and cities of 63 tax departments into 257 regional tax branches, reducing 29 tax branches to 420 district tax departments in the tax system .
