Tax sector: plans to reach 80% enterprises using e-support service

Accordingly, for the propaganda and support, the General Department of Taxation aims to complete e-public services to support taxpayers, strive for at least 80% of enterprises using e-support services.
The Tax authority will provide information search services 24/24 hour in various forms (phone, SMS) so that taxpayers can easily search information about their Tax obligations. In addition, the Tax authorities at all levels need to effectively implement e-Single Window service and centralized online support through the establishment of sufficient and updated database system to automatically answer questions from taxpayers.
In order to develop a service to support taxpayers, the tax authority will build and apply regulations to coordinate with relevant agencies. In addition, the Tax authority will regularly conduct surveys on the level of taxpayers satisfaction, thereby promulgating and publicizing official letters to rectify performance of tax authorities at all levels, based on the evaluation results.
For inspection in this period, the Tax sector will issue and apply the code of standards for officers in charge of inspection; organize examination of knowledge and skills of inspection for 100% of officers. Apply criteria to evaluate work efficiency associated with rotating and shifting officers among divisions.
Besides, in order to comprehensively innovate the inspection in the direction of consistency, modernity and regularity, the tax sector will review and re-systemize regulations on inspection; summarize shortcomings and proposals to supplement and amend; At the same time, build and implement inspection programs in line with each subject group according to specialized operation.
For the registration of tax declaration and payment, the General Department of Taxation will review and amend the policies on tax registration in accordance with the orientation of administrative reform and international practice; sufficiently and accurately complete and promptly update the database on taxpayer identification number.

The Tax sector will issue a code of criteria and a code of indicators for risk assessment; coordinate with the business registration agency to develop a coordination mechanism on granting a unique code for business and tax registration; expanding the online tax declaration for individuals engaging in house leasing and online declaration of registration fees for motor and car registration.
For tax debt administration, in the period 2019-2020, a code of criteria for risk assessment in tax debt administration will be developed and the evaluation of performance result will be conducted. The Tax sector will study a number of methods to forecast debt tax amounts; analysis, design and implement IT application on the method of forecasting tax debt amounts and pilot this method in a number of tax authorities.
Annually, the General Department of Taxation aims to conduct training on debt collection management skills for 15% of officers working in tax debt management units at all levels in the Tax sector.
