Along with that, implementing Decision 520/QD-BTC of the Ministry of Finance, from the end of 2018 to February 2020, the Minister of Finance signed and promulgated 111 decisions to set up regional tax branches directly under 63 provincial tax departments. Thereby, the tax department arranged and consolidated 565 tax branches to establish 269 regional tax branches, eliminating 296 tax branches.
According to the roadmap by the end of 2020, the whole tax system will have to merge 548 district tax branches of 63 tax departments into 257 regional tax branches, down 291 tax branches to only 420 tax branches of districts, towns and cities nationwide. Thus, by the end of February 2020, the entire tax sector will have completed the consolidation of tax branches. The number of tax branches after merging was 415 branches (previously was 711 tax branches), achieving 102 percent of the plan and ahead of schedule by 10 months, according to Decision No. 520/QD-BTC of the Minister of Finance.
According to the General Department of Taxation, because of the good preparation before and after the consolidation such as Party work, unions; communication and ideological education; organisational structure and human resource; professional works; asset management, finance, capital and invoices; information technology; legal work and legal responsibility, basically, the tax departments do not have big problems and regional tax branches have operated stably with no disturbances and not causing difficulties for taxpayers.
