Tax reform in the period of 2016-2018: The structure of budget revenue has been changed positively

The domestic revenue accounts for a high proportion of GDP

According to the General Department of Taxation, in the period 2016-2018, the Taxation Department has implemented the Mid-term tax administration reform plan and achieved some important results. The tax policy system has been revised, supplemented, perfected and regulated revenue sources in the economy, ensuring the balance of revenues and expenditures in service of the economic and social development.

According to statistics, in the period 2016-2018, the proportion of average state budget revenue per GDP, reached 24.9%, of which the proportion received from taxes and fees reached 21% of GDP (down from 21.6% in the period 2011-2015in order to gradually reduce the rate from taxes and fees). The structure of state budget revenue has been changed positively with domestic collection accounting for an increasingly high proportion of total revenue, reaching 76.6% (67.8% in period of 2011-2015). According to the General Department of Taxation, this rate basically ensures the correct orientation of the tax system reform strategy aiming to gradually increase the proportion from domestic revenues to offset the reduction of import and export taxes due to increasing integration and the erratic change of oil prices due.

The revenue structure of economic sectors in total domestic revenues (excluding crude oil) in the past 3 years has been changed: revenues from non-state service and industrial-commercial sectors is 19.2 % (18.6% in the 2011-2015 period); revenue from FDI enterprises was 18.2% (19% in the 2011-2015 period); revenue from state-owned enterprises was 16.1% (26% in the 2011-2015 period).

In addition to managing revenue closely, the tax sector has made great strides in institutional reforms, reviewing and completing regulations to ensure a legal basis for the application of risk management. Making and completing regulations on anti-fraud and the domestic accounting regime.

Enhancing the application of information technology

The taxation sector has focused on promoting the reform of tax administrative procedures in the direction of simplicity, clarity and transparency in order to facilitate, reduce costs and time to taxpayers in the performance of tax obligations. It has been supported and highly appreciated by public opinion.

The past three years have also been a period of the tax industry promoting the provision of electronic services nationwide. By the end of 2018, there were 697,963 enterprises registered to use electronic tax declaration services (reaching 99.83%).In 2018, enterprises made 3,028,980 electronic tax payment transactions to the amount of VND 583.597 billion.
