Specifically, the Prime Minister requested Ministry of Finance (Standing office of the National Steering Committee 389) to direct Steering committees 389 under ministries, sectors, and localities to strictly inspect and handle for cases of smuggling, trade fraud, especially cigarette smuggling in the past times.

These agencies implement assigned tasks and report to the Prime Minister.
