Strictly handle transportation, trading of banned, smuggled goods

New policies to attract FDI must be issued

With the approval of 95.44% of National Assembly deputies, the National Assembly passed a Resolution on continuing to implement the resolutions on topic supervision and questioning during the XIV term and a number of resolutions in term XIII on the afternoon of November 17, 2020.

The resolution clearly states the contents that require the Government, the Supreme People's Court and the Supreme People's Procuracy to continue focusing on carrying out tasks in the future, including tasks associated with a specific time frame.

Typically, the National Assembly requests to complete the National Energy Master Plan and the National Electricity Development Plan, ensuring the energy supply- demand balance; and promptly submit to the National Assembly for consideration and decision on the National Land Use Plan.

To make the National Rural Urban System Plan for the 2021 – 2030 period, with a vision to 2050; to promulgate national sector plans in the fields of road, railway, maritime, aviation and inland waterways for the 2021 – 2030 period, with a vision to 2050.

The National Assembly also requires tocontinue to restructure the economy, improve the business and investment climate; develop a scheme on restructuring state-owned enterprises and criteria for classifying state-owned enterprises for the 2021 – 2025 period, focusing on economic groups and state corporations.

In addition, the National Assembly also requests new policies to attract FDI enterprises to invest in and transfer technology to domestic enterprises, and promote supporting industries.

Another issue requested by the National Assembly is to promptly implement solutions to improve the efficiency of the management and use of the state budget, public assets, public investment, and ensure safety of public debts; to comply with the requirements of Resolution No. 84/2019 / QH14 dated June 14, 2019, in the allocation of public investment capital to the central budget.

Trading of smuggled goods to be handled

With this Resolution, the National Assembly also stated the requirement for active and flexible monetary policy management, contributing to stabilizing macro-economy, controlling inflation, supporting production and business activities and economic growth and increasing State foreign exchange reserves when the market conditions are favorable; and speeding up the restructuring of credit institutions, and concentrating on restructuring ineffective credit institutions.

In addition, the National Assembly also requests to actively implement measures to handle bad debts, control and curb new bad debts; ensure reasonable credit growth associated with improving credit quality, focusing on production areas andpriority areas; tightly control credit in potentially risky areas; continue to solve credit problems for people and businesses affected by natural disasters and epidemics.

Moreover, to effectively implement solutions to control electricity prices, ensure supply-demand balance and stabilize the market. By 2021, to promulgate the import-export strategy for the 2021 - 2030 period and regulations on how to determine Vietnamese products and goods and products made in Vietnam.

The National Assembly also requests to urgently promulgate the National Trade Development Strategy for the period 2021 - 2030, with a vision to 2045; prevent and strictly handle the production, transportation and trading of banned goods, smuggled goods, fraudulent goods, counterfeit goods, goods infringing intellectual property rights and poor-quality goods.

The resolution also stated clearly that the National Assembly requires to develop plans to respond to drought, saline intrusion, storms and floods, landslides; review, formulate and implement the master project on rearranging, relocating and resettling peoples in areas at risk or seriously affected by natural disasters.

In 2021, to complete review and approval of the land use plans and reorganize and transform agro-forestry companies into the new model. By 2025, there will basically be no free migration – the resolution clearly states the timeline for some important works.

The Resolution also mentions the early issuance of the National Strategy on road traffic order and safety to 2030, with a vision to 2050; from 2021, automatic non-stop toll collection at all BOT road toll plazas.
