To strengthen management and prevent the illegal trade of fireworks to avoid fires and explosions, based on assigned functions and tasks, the Ministry of Public Security has drastically implemented solutions such as:

Quickly completing a legal corridor in this field, such as issuing Circular No. 125/2021/TT-BCA dated December 30, 2021 detailing National Technical Regulation on production, preservation, use, and destruction of fireworks and firecrackers, detailed list of codes and records of fireworks, sports weapons, rudimentary weapons, support tools...

Advising the Government to issue Decree No. 56/2023/ND-CP, dated July 24, 2023 (effective from August 15, 2023) amending and supplementing a number of articles of Decree No. 96/2016/ ND-CP dated July 1, 2016 stipulating security and order conditions for a number of conditional business investment industries and lines; Decree No. 99/2016/ND-CP dated July 1, 2016 on management and use of seals; Decree No. 137/2020/ND-CP dated November 27, 2020 regulating the management and use of fireworks.

The above-mentioned legal documents more strictly regulate procedures for granting licenses to purchase and transport fireworks for business, and the responsibilities of relevant agencies in production and business, management, preservation, use, and fighting against fireworks-related violations to contribute to preventing fireworks smuggling.

Along with that, The Ministry of Public Security directs police units and local authorities to drastically implement measures to prevent and fight against crimes and violations of the law on fireworks, especially fireworks smuggling to Vietnam across the border;

Fight and strictly handle those who illegally manufacture and produce fireworks; accelerate communication and encourage people not to store, manufacture, produce, transport, and buy and sell illegal fireworks; strengthen patrols, control, detection and handling of violations of fireworks laws;

Strengthen coordination in inspection and strict management of fireworks production and business activities of fireworks manufacturers to ensure absolute security and safety from production to supply to the market in accordance with the provisions of law to ensure fire safety, safety of life and health of people.

Regarding the fight against violations of fireworks, as reported, the General Department of Customs has just directed local customs departments to continue to strengthen the fighting against smuggling and illegal transportation of firecrackers across the border, border gates, sea areas.

In particular, the General Department of Customs directed to strengthen inspection and control of means of transport on entry and exit, especially vehicles with possibility of being reinforced to carry fireworks.

Coordinate closely with functional forces inside and outside the Industry (Border Guard, Police, Market Management) to promptly detect, fight, seize and handle acts of smuggling and illegal transportation of firecrackers.
