State Treasury: Strong reform, increase convenience for customers

Database normalization from the beginning

With the orientation to become a digital Treasury by 2030, from 2021, the State Treasury will begin to implement data interoperability of a number of information technology application systems on online public services of the Treasury.

Accordingly, all business processes on Tabmis and the payment system with banks are automated. At the same time, the data is standardized and connected throughout from the module for budget users to the module for users of the Treasury system and data communication via TABMIS and the payment system with the banks. At each stage, if there are any mistakes, it will be automatically reverted to the previous step to ensure data and process integrity.

According to the assessment from the State Treasury, this data connection has helped reduce a large amount of work for Treasury officials when they do not have to operate on two TABMIS systems and make payments with the banking system.

At the same time, documents and dossiers only need to be submitted once instead of having to go through many rounds as before.

Furthermore, since the documents are standardized, the data is linked across all three applications by standardizing the input data from the budget user; by standardizing data from the source, the State Treasury unit - the place of transactions only has to complete the information that the State Treasury side must write in the vouchers, helping to reduce risks in professional activities for the State Treasury's staff.

The local State Treasuries assessed that the data linkage helped the State Treasury units to quickly serve people and budget-using units; update and provide accurate state budget revenue and expenditure data through the State Treasury to help leaders have enough information to serve the direction and administration in socio-economic development.

According to Mr. Le Hong Thanh, Director of Hoa Binh State Treasury, if in the past, for each document and voucher, the Treasury's accounting officers had to manually enter data from the online public service system to TABMIS, now with the connection of these three systems, accountants do not have to perform many operations.

This saves a lot of time and effort for Treasury officials and also helps to avoid errors when entering data manually. At the same time, officers can control expenditures with conditions and have time to check expenditures carefully, avoiding risks.

Increase utilities to support customers

Not only building processes and utilities for the Treasury operations but over time, the State Treasury has always focused on utilities for customers.

Accordingly, one of the important goals of 2022 is that the State Treasury will continue promoting administrative reform throughout the system in the direction of increasing utilities to support users of online public services; building salary payment functions through online public services; continue to conduct surveys and assess the level of satisfaction of individuals and organizations; continue to implement the risk warning program in controlling budget expenditures.

At the same time, the State Treasury also announced, publicized, updated and promptly listed administrative procedures in the field of Treasury; strengthen guidance, explanations, and information on administrative procedures for individuals and organizations dealing with the State Treasury to ensure smooth implementation of administrative procedures.

According to a report of the State Treasury, in 2021, the State Treasury has provided 100% of procedures online at public services level 4, reaching the rate of 100% of units subject to compulsory participation in online public services. Up to now, most of the revenues and expenditures through the State Treasury are done online and through banks. At peak times, there are about 200,000 transactions/day. The application of online public services has helped the units using the state budget to save time and travel costs, especially from mountainous and remote areas.

Regarding the control of state budget expenditure, the State Treasury has provided sufficient information on state budget expenditure commitments to serve the formulation, allocation and implementation of medium-term and annual budget plans following international practices. Up to now, the focal point, process and digitalization of the control and payment of state budget expenditures have been agreed through the Treasury.

The State Treasury also innovated the method of controlling expenditure in the direction of shifting from "pre-inspection" to "post-audit" associated with decentralization, assigning accountability to budget-using units.

They also continue to promote the application of electronic payment methods in payments to the state budget for beneficiaries, especially methods applied to beneficiaries in remote areas or who do not have a bank account.
