State Treasury requires ensuring IT system to serve year-end settlement

According to the State Treasury, in the last days of December every year, the volume of state budget expenditure documents through the State Treasury's online public service system surges. There are some days generating 500,000 documents, 3 times higher than normal days; and the number of users increased from 8,000 to 16,000.
Such the volume may cause system congestion and greatly affect the operating performance of application systems in general and online public service systems in particular at year-end peak, while also posing potential risks in the payment control process of State treasury units.
Therefore, to ensure the stable and smooth operation of the IT system operates to serve the work of closing books, final settlement in 2023, and budget transfer to 2024, the State Treasury requires units at all levels in the system to strengthen information and urge budget-using units and investors to speed up the implementation of assigned state budget spending tasks and complete documents to send them to the State Treasury for payment control, reducing accumulation at the peak days at the end of the year.
All the units need to absolutely comply with regulations on operating IT systems and instructions from the State Treasury on electronic information portals, forums on online public service applications, and Banking e-payment application via banks.
At the same time, the units have to strengthen coordination and support for budget-using unit to perform transactions through the online public service system.
When difficulties or problems arise, the State Treasury requires the units to immediately notify treasury officers at provincial and municipal treasury units or the central support team to introduce timely solutions, creating favorable conditions for budget-using units make quick payment transactions through the online public service system.
The State Treasury requires units to regularly and periodically optimize the computer performance of civil servants using the online public service system, and guide budget-using units to use the system on the computer of accountants, chief accountants, account holders...
On the other hand, the units have to coordinate with other agencies, review and completely solve unfinished transactions on the TABMIS system to ensure timely book closing, finalization in 2023 and budget transfer to 2024 with the accurate data. In addition, the units promote the exploitation and use of the State Treasury's data warehouse and reporting system to promptly provide data to serve the state budget management of local authorities at all levels.
The State Treasury recommends accelerating the inspection and monitoring of transmission channels in the provincial-district communications infrastructure at least four times a day, ensuring that each district state treasury can use both data transmission channels; proactively notifying and coordinating with contractors providing transmission channels to quickly fix problems if they occur in the area; proactively equipping back-up machinery and equipment when necessary, assign support staff, ensure timely receipt and handling of arising problems within the authority.
Treasury units are required to fully implement the processes and regulations on ensuring information safety and security during the use and operation of the IT system at the units, to prevent any incidents related to information safety and security.
