Publicize automatic supervision and management system at Noi Bai International Airport

The ceremony was attended by Vice Chairman of Ha Noi People's Committee Nguyen Doan Toan, Deputy Director General of Vietnam Customs Hoang Viet Cuong and leaders of units under the Ministry of Finance, General Department of Vietnam Customs, representatives of airport warehouses, import-export enterprises in the area.
Speaking at the ceremony, Deputy Director of Ha Noi Customs Department Tran Quoc Dinh said that after more than five months of deployment, it has been connected to all 3 company's warehouses: Noi Bai Cargo Terminal Service JSC (NCTS) (launched on 16/10/2017); ALS Cargo Terminal Company Limited (ALSC) (launched on 27/12/2017); Vietnam Air Cargo Services Joint Stock Company (ACV) launched on 27/12/2017.
The number of declarations which have been implemented on automatic management and supervision system is 175,766 declarations. At the time of March, the automatic rate accounted for 76.77% of the total customs declaration of export, import and transit at Noi Bai International Airport. The average time for taking out goods is reduced from 6 hours to 3 minutes.
Specifically, the automatic rate at NCTS warehouse accounted for 90.66%; automatic rate at the ALSC warehouse accounts for 56.34%; Automatic rate at the ACSV warehouse accounts for 66.25%.
As the evaluation by Deputy Director Tran Quoc Dinh, the deployment of this system will bring benefits to all three parties. For import-export enterprises, through automatic supervision and management systems, they will grasp the time, goods information and actual positions of goods put into warehouses for taking initiative of carrying out the customs procedures; No need to use paper documents to present the request for transfer shipment to the surveillance area. Thereby reducing the cost, storage time in the warehouse.
For enterprise operating airport warehouse, the system would also help to provide goods information through the system connection, without wasting time, costs, labor and manpower for the creation, printing and preparation, and submission of documents for each flight to the customs office. At the same time, minimizing delays in servicing goods for import and export enterprises, accelerating the process of receiving between transporters, port dealers, warehouses and yards with import-export enterprises.
For Customs authorities, the important benefit is to link the goods management information at three stages: pre-clearance, customs clearance and post-clearance.
Appreciating the results, Deputy Director General, Hoang Viet Cuong, emphasized that this is a very important event not only for the customs sector, but also for all importers and exporters operating businesses at Noi Bai International Airport. This system has applied international standards in the management and supervision of goods transported by air. This represents the commitment of the customs sector in the process of reform and modernization at the same time
Deputy General Director said that in the future, the units under the General Department of Customs, Hanoi Customs Department should continue to complete the system, expand deployment to meet the requirements of further reform, modernize more to facilitate people and businesses.
As the first unit for deploying the system, Mr. Nguyen Xuan Phuc - General Director of Noi Bai Commodity Services Joint Stock Company (NCTS) said that, in recent time, the unit has made efforts to coordinate with the Customs authorities to step by step complete software development, pilot implementation of the system.
So far, the system has brought practical effects in reforming and modernizing the process of time operation, shortening time for goods clearance for enterprises; At the same time, it helps businesses reduce labor costs, travel time to solve the procedures for bringing goods into the port area, increase production and business efficiency for export-import enterprises.
The time for responding to information on stock input and output goods shall be automatically sent to the customs offices immediately. Commodity information which is approved to surveillance area is automatically sent by the customs authorities within 3-6 minutes from the time the goods are entered into the warehouse (compared to the previous 30-60 minutes to complete procedures). Customs authorities shall receive the manifest information 3 hours before a plane lands. |
