Publicise list of new administrative procedures amending and revoking in customs field

Specifically, according to Decision No. 671/QD-BTC dated April 24, 2020 of the Ministry of Finance, it announced 34 administrative procedures regulating legal documents including: 14 new administrative procedures; 12 amended and supplemented administrative procedures and eight administrative procedures abolished.
New administrative procedures and those amended and supplemented in the customs field that are within the scope of state management functions of the Ministry of Finance are specified in six legal documents, including:
Decree No. 59/2018/ND-CP dated April 20, 2018 of the Government amending and supplementing a number of articles of Decree No. 08/2015/ND-CP of the Government dated January 21, 2015 stipulating specific measures to enforce the Customs Law on customs procedures, inspection, supervision and control;
Decision No. 10/2018/QD-TTg dated March 1, 2018 of the Prime Minister amending and supplementing a number of articles of the Decision 53/2013/QD-TTg of Prime Minister dated September 13, 2013 on the temporary import and re-export, destruction and transfer of cars and motorbikes of the subjects entitled to privileges and immunities in Vietnam;
Circular 38/2018/TT-BTC dated April 20, 2018 of the Ministry of Finance regulating the determination of the origin of export and import goods;
Circular 93/2018/TT-BTC of the Ministry of Finance dated October 5, 2018 amending and supplementing a number of articles of Circular 19/2014/TT-BTC of the Ministry of Finance dated February 11, 2014 stipulating procedures for temporary import and re-export, destruction and transfer of cars and motorbikes of the subjects entitled to privileges and immunities in Vietnam;
Circular 50/2018/TT-BTC promulgated information criteria and forms of declarations when carrying out procedures for exit, entry and transit for means of transport via airway, seaway, railway, road and river in accordance with Decree No. 59/2018/ND-CP of the Government dated April 20, 2018.
Circular 62/2019 / TT-BTC dated 5 September, 2019, amending and supplementing a number of articles of Circular 38/218/TT-BTC dated April 20, 2018 on determining the origin of import and export goods.
The General Department of Vietnam Customs requested the provincial Customs Departments to publicise full contents of the administrative procedures published in Decision 671/QD-BTC at the units under their management.
Directing the units to handle administrative procedures in accordance with the provisions of legal documents and professional processes of the sector and Decision 671/QD-BTC.
At the same time, giving guidance to organisations and enterprises to perform administrative procedures in accordance with regulations.
Specifically, in the list of newly promulgated administrative procedures, there are 14 administrative procedures implemented at the Customs Branch level, including:
1. Procedures for determining the origin of export goods;
2. Procedures for subtracting C/O of imported goods;
3. Customs procedures for ships and aircraft temporarily imported and re-exported or temporarily exported and re-imported for repair and maintenance;
4. Customs procedures for goods temporarily imported and re-exported and temporarily exported and re-imported serving conferences, seminars, scientific research, education, art performances, medical examination and treatment, research and product development within certain deadlines;
5. Customs procedures for goods temporarily imported and re-exported and temporarily exported and re-imported for warranty, repair or replacement;
6. Customs procedures for other goods temporarily imported and re-exported and temporarily exported and re-imported;
7. Customs procedures for luggage of people on entry in excess of the duty-free allowance; luggage of people on exit and entry sent before and after the trip;
8. Procedures for foreign vessels transiting in Vietnam to Cambodia, foreign vessels from Cambodia transiting in Vietnam to foreign countries; Vietnamese boats and Cambodian boats with IMO number on entry and exit through Tien and Hau rivers;
9. Customs procedures for waterway vehicles on exit and entry through river border gates;
10. Customs procedures for cars and motorcycles on exit, entry and in transit;
11. Customs procedures for aircraft on exit, entry, or transit;
12. Customs procedures for international trains on exit and entry;
13. Customs procedures for ships on exit, entry and in transit;
14. Customs procedures for ships and aircraft temporarily imported and re-exported and temporarily exported and re-imported for repair and maintenance.
Regarding the list of administrative procedures amended and supplemented, there is one administrative procedure implemented at the General Department level which is a procedure of pre-determining orgin of export and import goods.
There are four administrative procedures implemented at the Customs Department level:
1. Procedures for granting permit for temporary import of cars and motorbikes of subjects entitled to privileges and immunities in Vietnam;
2. Procedures for destruction of cars and motorbikes of subjects entitled to privileges and immunities in Vietnam;
3. Procedures for transferring cars of subjects entitled to privileges and immunities in Vietnam;
4. Procedures for the granting permit of transfering vehicle of subjects entitled to privileges and immunities in Vietnam.
Besides that, there were seven administrative procedures that were amended and supplemented, that would be implemented at the Customs Branch level, including:
1. Procedures for checking and determining origin of imported goods;
2. Procedures for re-exporting cars and motorbikes of subjects entitled to privileges and immunities in Vietnam;
3. Procedures for temporary import of cars and motorcycles of subjects entitled privileges and immunities in Vietnam;
4. Customs procedures for cases of temporary import, temporary export of vehicle storing goods by mode of rotation;
5. Customs procedures for equipment, machinery, construction facilities, molds and samples temporarily imported and re-imported and temporarily exported and re-imported for manufacturing, construction and installation of works, implementation project, testing;
6. Customs procedures for machinery, equipment, components, spare parts and supplies temporarily imported to serve the replacement and repair of foreign ships and aircraft or temporarily exported for replacement or repair of overseas Vietnamese ship and aircraft;
7. Customs procedures for goods temporarily imported and re-exported, temporarily exported and re-imported to organize or participate fairs, exhibitions, and product displays.
Decision 671/QD-BTC also announced a list of abolished administrative procedures, including: Procedures for consultating citizens and enterprises on customs administrative procedures (published in STT 15, Section 1, Part I Decision 1904/QD-BTC dated 10 August 2009); customs procedures for means of water transport (boats, canoes) leaving and entering through river border gates; customs procedures for cars on entry (temporary import); customs procedures for cars on exit (re-export); customs procedures for aircraft on exit, entry, or transit; customs procedures for international multimodal train on entry via railway; customs procedures for international multimodal train on exit via railway; customs procedures for ships on entry, exit and transit (manual-electronic).
