23,36% of the public expired cars

According to a separate report on vehicle fluctuations, the report said that in 2016, the number of public cars increased due to the new purchase was 2,166 with the total cost of 2,015.14 billion VND. Thus, the total number of public available cars in 31/12/2016 is 37,286 units with a total cost of VND23,986.30 billion, representing 2.3% of the total state assets, there was not too much fluctuation compared to the year 2015.

In terms of vehicle quality, the total value of public cars as of 31/12/2016 is VND7,435.07 billion, equaling 31% of the total cost. This shows that most public cars have used over two-thirds of the time according to the prescribed regime.

By the time of reporting, the number of public cars used for more than 15 years (over time of wear and tear under the regime) was 8,710 cars, accounting for 23.36% of the total vehicle fund.

Completion of the public car review

Specifically: For cars in service of jobs for titles, they can only be procured after revising and rearranging the number of cars under their management without suitable cars t arranged for titles with standards for using cars and ensuring the standards, norms and prices prescribed by law.

For cars in service of general tasks after the ministries, branches and localities review and rearrange the number cars in service of their existing general work, but also fail to meet the criteria and norms prescribed under Decision No. 32

For special-purpose automobiles with special-use or special-purpose equipment attached to special-use requirements or automobiles of 16 seats or more in service of specific tasks, According to standards and norms promulgated by competent agencies under Decision No. 32; other specialized vehicles also perform the procurement as a prescription for procurement of cars for general work.

Also in 2016, implementing the directions of the Prime Minister, ministries, sectors and localities have reviewed and ranked the number of available cars in accordance with new standards and norms. Up to now, 44/44 ministries, central agencies and 63/63 localities have completed the review and arrangement of cars for work under standards, norms and regimes.

The Ministry of Finance has reported to the Prime Minister on the results of reviewing and arranging cars of ministries, branches and localities. On that basis, the Prime Minister will direct the improvement of the system of standards and norms on the use of automobiles, the enhancement of imposing a package fund for state cars and the handling of redundant cars after reviewing. Rearrangement of the transfer direction from the redundant to short places under standards and norms; to liquidate eligible automobiles according to regulations. The sale or liquidation shall be conducted in the form of the public auction; Transforming cars for general purposes into groups of special-use vehicles for vehicles in line with the norms of special-use vehicles already promulgated by competent authorities according to regulations.
